[Abstract]:The realization of the ideal of positive democracy is one of the everlasting pursuits of mankind. For thousands of years, countless sages have been competing for the sake of philosophy. They have been constantly searching for a better model of democracy. It is also a major concern of human society. However, "after centuries of political speculation, the theory of democracy is still quite unsatisfactory". Western scholars began to pay close attention to a new development of democratic theory-deliberative democracy.
