【摘要】：90年代中后期,協(xié)商民主的發(fā)展喚起了對(duì)代議制民主及其工具型合法性的反思,協(xié)商民主倡導(dǎo)自治、公民參與、公共利益等民主價(jià)值,契合了現(xiàn)代公民參與所提倡的治理路徑與制度。因此,以協(xié)商民主為宏觀政治背景,對(duì)協(xié)商民主內(nèi)涵進(jìn)行研究,實(shí)現(xiàn)其與既有制度的接洽,推動(dòng)公民參與制度的完善,已經(jīng)成為民主政治發(fā)展的可行途徑與必然方向。人民政協(xié)是中國式協(xié)商民主的典型形式和主要載體,人民政協(xié)所堅(jiān)持的協(xié)商民主形式適應(yīng)了世界民主發(fā)展趨勢,同時(shí)又堅(jiān)持了具有中國特色民主政治發(fā)展道路,具有廣闊的發(fā)展前景。人民政協(xié)協(xié)商民主功能作為政協(xié)理論的重要組成部分,對(duì)其進(jìn)行深入研究無疑會(huì)對(duì)人民政協(xié)協(xié)商民主建設(shè)具有重要意義。本文通過對(duì)中西協(xié)商民主的對(duì)比研究,闡述中西方協(xié)商民主在理論方面的異同,力求為我國的人民政協(xié)協(xié)商民主發(fā)展提供一些有益的借鑒和啟示。文章首先對(duì)協(xié)商民主理論進(jìn)行了梳理,其中主要對(duì)什么是協(xié)商民主,協(xié)商民主的理論基礎(chǔ)有哪些,協(xié)商民主與人民政協(xié)的關(guān)系如何等問題,進(jìn)行了詳細(xì)地分析。其次是,在協(xié)商民主視域下,對(duì)人民政協(xié)功能的內(nèi)涵特征、歷史演進(jìn)和功能的主要內(nèi)容及其與協(xié)商民主的關(guān)系問題,進(jìn)行細(xì)致的分析和概括；最后是,結(jié)合對(duì)昭通市人民政協(xié)的走訪,提出人民政協(xié)協(xié)商民主應(yīng)該從外部和內(nèi)部兩個(gè)方面進(jìn)行建設(shè),即外部要完善人民政協(xié)的相關(guān)法律,協(xié)調(diào)好與黨委、人大和政府的關(guān)系；內(nèi)部要進(jìn)一步加強(qiáng)“三化”建設(shè),提升委員的協(xié)商能力及做好人民政協(xié)自身的宣傳工作。
[Abstract]:In 90s, the development of deliberative democracy aroused the reflection on representative democracy and its instrumental legitimacy, which advocated the democratic values of autonomy, citizen participation, public interest, etc. It fits the governance path and system advocated by modern citizen participation. Therefore, taking the consultative democracy as the macro political background, the connotation of consultative democracy is studied to realize its contact with the existing system, and to promote the perfection of citizen participation system. The CPPCC is a typical form and main carrier of Chinese deliberative democracy, and the consultative democratic form adhered to by the CPPCC adapts to the trend of democratic development in the world. At the same time, it has adhered to the road of democratic political development with Chinese characteristics and has broad prospects for development. It will undoubtedly be of great significance to the construction of the consultative democracy of the CPPCC. Through the comparative study of the Chinese and the Western consultative democracy, this paper expounds the similarities and differences in the theoretical aspects of the consultative democracy between China and the West. This paper tries to provide some useful reference and enlightenment for the development of the consultative democracy of the CPPCC in China. Firstly, the article combs the theory of consultative democracy, which mainly deals with what is consultative democracy and what the theoretical basis of consultative democracy is. The relationship between deliberative democracy and the CPPCC is analyzed in detail. Secondly, from the perspective of deliberative democracy, the connotations of the functions of the CPPCC are discussed. The main contents of historical evolution and functions and their relationship with deliberative democracy are analyzed and summarized in detail. Finally, in connection with the visit to the Zhaotong people's political Consultative Conference, It is proposed that the consultative democracy of the CPPCC should be built both externally and internally, that is, the outside should perfect the relevant laws of the CPPCC, coordinate the relations with the party committees, the people's congresses and the government, and further strengthen the construction of the "three modernizations" internally. Improve the consultation ability of the CPPCC members and do a good job in the propaganda work of the CPPCC itself.
