【摘要】：習近平外交思想是時代發(fā)展的產(chǎn)物,是中國共產(chǎn)黨人在近五年的外交實踐中,將馬克思主義基本原理與中國外交的具體情況相結(jié)合所作出的一次重要理論創(chuàng)新。本研究著眼于分析習近平外交思想產(chǎn)生的時代背景,梳理習近平外交思想的主要觀點和內(nèi)容體系,進而探討習近平外交思想的哲學意蘊,旨在樹立習近平外交思想的科學形象,使其理論的整體性、系統(tǒng)性和科學性得以展現(xiàn)。研究的第一部分深入分析了習近平外交思想產(chǎn)生的時代背景,認為這是中國根據(jù)當下的內(nèi)外需要所作出的外交理論調(diào)整。自2008年以來,世界格局發(fā)生了重大變化,美國因自身實力的削弱而做出重大戰(zhàn)略調(diào)整,即推出并實施“亞太再平衡”戰(zhàn)略,并進而引發(fā)新一輪全球治理主導權(quán)爭奪戰(zhàn),重建世界秩序成為時代發(fā)展的新需要;而與此同時,中國發(fā)展進入新常態(tài),經(jīng)濟全面升級需統(tǒng)籌內(nèi)外兩個市場,需要繼續(xù)推進全球一體化進程,而大國發(fā)展也要有大國擔當。上述這些情況的客觀上都要求中國對自身的外交理論和外交政策做出調(diào)整。研究的第二部分全面梳理了習近平外交思想的主要觀點和內(nèi)容體系,認為建構(gòu)“人類命運共同體”是習近平外交思想的目標所指和靈魂所在,其基本內(nèi)容主要包括以下幾個方面:一是基于“世界夢”和“人類命運共同體”的全球觀,二是基于“義利觀”、“合作共贏”、“一帶一路”等觀點和戰(zhàn)略部署的國際合作觀,三是基于“共同安全”和維護世界和平的安全觀,四是基于“中國智慧”、“中國方案”、“海洋強國”和“新型大國關(guān)系”的大國觀。上述內(nèi)容彼此關(guān)聯(lián),既有理論觀點,又有戰(zhàn)略部署,最終的目標是建構(gòu)“人類命運共同體”。習近平外交思想有其豐富的哲學意蘊,研究的第三部分對此做了深入探討,試圖揭示習近平外交思想背后的思想理論來源和方法論來源,認為實事求是習近平外交思想的根本前提,貫穿于其理論的始終;唯物辯證法是習近平外交思想的根本方法,包括國家間要堅持正確的“義利觀”、將世界作為一個整體布局中國外交等;而構(gòu)建“人類命運共同體”的思想則根植于馬克思主義的唯物史觀。研究的最后部分就習近平外交思想的理論效應和實踐效應做了簡要概括,認為習近平外交思想豐富和發(fā)展馬克思主義國際關(guān)系理論,開創(chuàng)了中國國際關(guān)系理論新境界,為建立更加公正合理的國際新秩序提供了基于“中國智慧”的“中國方案”,也為中華民族的偉大復興提供理論和政策保障。
[Abstract]:Xi Jinping's diplomatic thought is the product of the development of the times and the diplomatic practice of the Chinese Communists in the past five years. An important theoretical innovation by combining the basic principles of Marxism with the specific conditions of Chinese diplomacy. Combing the main viewpoints and content system of Xi Jinping's diplomatic thought, and then discussing the philosophical implication of Xi Jinping's diplomatic thought, aiming at setting up the scientific image of Xi Jinping's diplomatic thought and making its theory as a whole. The first part of the study deeply analyzes the background of Xi Jinping's diplomatic thought, and considers that it is a diplomatic theory adjustment made by China according to the current internal and external needs. Since 2008, Major changes have taken place in the world pattern, and the United States has made major strategic adjustments due to the weakening of its own strength, that is, to launch and implement the "Asia-Pacific rebalancing" strategy, and thus trigger a new round of global governance leadership wars. The re-establishment of the world order has become a new need for the development of the times; at the same time, China's development has entered a new normal, and the overall upgrading of its economy needs to co-ordinate the internal and external markets and continue to promote the process of global integration. The development of great powers should also have the responsibility of great powers. Objectively, all these situations require China to make adjustments to its own diplomatic theory and foreign policy. The second part of the study comprehensively combs the main viewpoints and content system of Xi Jinping's diplomatic thought. It is believed that the goal and soul of Xi Jinping's diplomatic thought is to construct a "Community of Human Destiny", the basic contents of which mainly include the following aspects: first, it is based on the global view of "World Dream" and "Community of Human fate". The second is based on the views of "justice and profit", "win-win cooperation", "Belt and Road" and other viewpoints and strategic arrangements of international cooperation, and the third is based on "common security" and the security concept of safeguarding world peace. Fourth, it is based on the concept of "Chinese wisdom", "China plan", "ocean power" and "new type of great power relationship". The above contents are related to each other and have both theoretical views and strategic plans. The ultimate goal is to construct "the Community of Human Destiny". Xi Jinping's diplomatic thought has its rich philosophical implication. The third part of the study makes an in-depth discussion of this, trying to reveal the theoretical and methodological sources of the thought behind Xi Jinping's diplomatic thought. The author holds that the fundamental premise of Xi Jinping's diplomatic thought of seeking truth from facts runs through the whole of his theory, and that materialist dialectics is the fundamental method of Xi Jinping's diplomatic thought. Among them, we should insist on the correct view of justice and benefit among countries, and regard the world as a whole, China's diplomacy and so on. The last part of the study briefly summarizes the theoretical and practical effects of Xi Jinping's diplomatic thoughts. He holds that Xi Jinping's diplomatic thought enriches and develops Marxist theory of international relations and creates a new realm of China's theory of international relations. In order to establish a more just and reasonable new international order, it provides a "China plan" based on "Chinese wisdom", and also provides theoretical and policy guarantee for the great rejuvenation of the Chinese nation.
