【摘要】：自湖南省從2013年、2014年全面落實(shí)“家庭拒絕邪教”活動(dòng)和“一墻一窗”反邪教陣地建設(shè)兩項(xiàng)重點(diǎn)工作以來,各級(jí)政府積極落實(shí),反邪教警示教育逐漸進(jìn)入千家萬戶,全社會(huì)共同反對(duì)邪教的氛圍更加濃厚,邪教綜合治理工作總體進(jìn)展良好,取得了階段性成果。與此同時(shí),在對(duì)地方邪教綜合治理的過程中仍暴露出一些不足,例如地區(qū)間治理水平發(fā)展不平衡、忽視宣傳效果反饋、陣地建設(shè)基礎(chǔ)薄弱且推進(jìn)緩慢、數(shù)據(jù)存在虛假漏報(bào)等問題,這些不足在一定程度上影響了地方邪教綜合治理效果,不利于邪教綜合治理工作的良性發(fā)展。本文以湖南省H市的邪教實(shí)證研究為例,深入分析當(dāng)前H市邪教治理實(shí)施中存在的問題和不足,進(jìn)而努力挖掘問題存在的深層次原因,并就其原因嘗試探析我國地方邪教綜合治理的基本思路,為地方邪教治理經(jīng)驗(yàn)的推廣提供科學(xué)借鑒。導(dǎo)論部分闡明了本文的選題背景、選題意義、文獻(xiàn)綜述、研究思路及研究方法,為本文研究提供堅(jiān)實(shí)的學(xué)理依據(jù)。第一章明確地界定了我國對(duì)邪教組織的定性,闡述了邪教綜合治理的重要意義,繼而進(jìn)一步分析了本研究的理論視域。第二章選取湖南省H市為個(gè)案樣本,對(duì)該地區(qū)邪教現(xiàn)狀及特點(diǎn)趨勢(shì)進(jìn)行闡述,嘗試歸納當(dāng)?shù)匦敖叹C合治理措施及效果。第三章主要分析了地方邪教綜合治理中存在的問題,試圖找出問題的根源,對(duì)癥下藥。第四章從依法治理、科學(xué)治理的指導(dǎo)思想出發(fā),從四個(gè)方面給出了完善地方邪教綜合治理的對(duì)策建議。
[Abstract]:Since Hunan Province carried out the two key tasks of "family rejection of cults" and "building one wall, one window" anti-cult position in an all-round way from 2013 to 2014, governments at all levels have been actively carrying out the work, and anti-cult warning education has gradually entered thousands of households. The whole society has a stronger atmosphere of common opposition to cults, and the overall work of comprehensive management of cults has made good progress and achieved phased results. At the same time, in the process of comprehensive management of local cults, some shortcomings are still exposed. For example, the development of regional governance level is unbalanced, the feedback of propaganda effect is ignored, the foundation of position building is weak and advancing slowly, and the data is false and underreported. To some extent, these deficiencies have affected the comprehensive management effect of local cults. This paper takes the demonstration study of cults in H City of Hunan Province as an example, deeply analyzes the existing problems and deficiencies in the implementation of cult governance in H City, and tries to dig out the deep-seated causes of the problems. It also tries to explore the basic ideas of comprehensive management of local cults in China, and provides a scientific reference for the promotion of local cult governance experience. The introduction explains the background, significance and literature review of this topic. The research ideas and methods provide a solid theoretical basis for this study. Chapter one clearly defines the nature of the cult organization in our country and expounds the important significance of comprehensive management of the cult. The second chapter selects H City of Hunan Province as the case sample, and expounds the current situation and characteristic trend of cults in this area. The third chapter mainly analyzes the problems existing in the comprehensive management of local cults, tries to find out the root causes of the problems, and prescribes the medicine to the case. Chapter 4th starts from the guiding ideology of governing by law and scientific management. The countermeasures and suggestions for perfecting the comprehensive management of local cults are given from four aspects.
