【摘要】：中美關(guān)系已經(jīng)成為世界上最復(fù)雜且最重要的一對雙邊關(guān)系,兩國之間既有競爭又有合作,既有結(jié)構(gòu)性對抗又有利益捆綁,同時易受第三方因素影響。理解兩國互動所蘊涵的這種復(fù)雜性并把握其動態(tài)特征,對于應(yīng)對未來中美關(guān)系所面臨的挑戰(zhàn)和機遇至關(guān)重要。21世紀(jì)以來,中國的快速崛起以及隨之而來的中美實力變化動搖了中美戰(zhàn)略穩(wěn)定的基礎(chǔ),美國的對華政策出現(xiàn)搖擺,雙邊關(guān)系在傳統(tǒng)競爭領(lǐng)域之外還面臨著新領(lǐng)域、新問題的競爭與摩擦,中美關(guān)系的不確定性增大。但這些挑戰(zhàn)中也蘊涵了有利于未來發(fā)展的巨大機遇。中美兩國的主體性特征、時代條件和歷史條件是雙方走出"守成國家與新興大國必有一戰(zhàn)"歷史邏輯的基礎(chǔ)。未來中國對美國外交將在不斷創(chuàng)新的同時保持一貫性、連續(xù)性和穩(wěn)定性。中國安全戰(zhàn)略的首要任務(wù)將是把握機遇,以自我發(fā)展為核心,沉著應(yīng)對周邊局勢,積極擴大外交布局并承擔(dān)國際責(zé)任。在創(chuàng)造有利的國內(nèi)國際環(huán)境的基礎(chǔ)上,加強中美合作,管控危機,促進中美共同利益,通過建立功能性伙伴關(guān)系走上共同演進之路。
[Abstract]:Sino-U.S. relations have become the most complex and important bilateral relationship in the world. The two countries have both competition and cooperation, structural confrontation and binding interests. Understanding the complexity of the interaction between the two countries and grasping its dynamic characteristics are essential to addressing the challenges and opportunities facing future Sino-US relations since the 21st century, The rapid rise of China and the subsequent changes in the strength of China and the United States have shaken the foundation of strategic stability between China and the United States. The United States' China policy has wavered, and bilateral relations are facing new fields, new issues, competition and friction, in addition to traditional competition fields. The uncertainty of Sino-US relations is increasing. But these challenges also contain great opportunities for future development. The conditions of the times and the historical conditions are the basis for both sides to walk out of the historical logic of "a war between the defending countries and the emerging powers." in the future, China's diplomacy to the United States will continue to innovate and at the same time maintain consistency. Continuity and stability. The first task of China's security strategy will be to seize the opportunity, to take self-development as the core, to deal with the surrounding situation calmly, to actively expand the diplomatic layout and to assume international responsibility, and on the basis of creating a favourable domestic and international environment, Strengthening Sino-American cooperation, managing the crisis, promoting the common interests of china and the United states, and setting up a functional partnership on the road of common evolution.
