【摘要】：隨著"一帶一路"倡議的縱深推進,恐怖主義已成為襲擾沿線國家安全問題之首。"一帶一路"沿線國家處于恐怖主義人員聚集地和活動頻繁的"高風險"區(qū)域。通過對"一帶一路"倡議安全面臨的挑戰(zhàn)分析、恐怖勢力威脅評估,加強"一帶一路"倡議安全下的反恐怖工作勢在必行,這符合經濟全球化與合作共贏的戰(zhàn)略意圖,契合總體國家安全觀下的戰(zhàn)略需要,迎合全球區(qū)域性合作并可帶動中國社會發(fā)展。反恐怖主義戰(zhàn)略構想應以全球治理為著力點和新安全觀下的反恐怖合作為切入點,明確反恐怖戰(zhàn)略安全目標,完善區(qū)域間的情報信息搜集與共享,強化區(qū)域性邊境口岸重點人員管控,持續(xù)加強沿線國家的反恐怖協作能力,積極推動區(qū)域性反恐怖司法合作等反恐怖戰(zhàn)略對策。
[Abstract]:Along with the "Belt and Road" initiative in depth. Terrorism has become one of the top issues of national security along the route. The countries along the "Belt and Road" route are in a "high-risk" region where terrorists gather and operate frequently. Analysis of the challenges to Initiative security. It is imperative to strengthen the anti-terrorist work under the security of the "Belt and Road" initiative in assessing the threat of terrorist forces, which is in line with the strategic intention of economic globalization and win-win cooperation, and is in line with the strategic needs of the overall concept of national security. Pandering to the global regional cooperation and promoting China's social development, the strategic concept of anti-terrorism should focus on global governance and the anti-terrorist cooperation under the new security concept as a starting point, and make clear the strategic security objectives of the anti-terrorist strategy. We will improve the collection and sharing of intelligence and information among regions, strengthen the control of key personnel at regional border ports, and continue to strengthen the anti-terrorist cooperation capabilities of the countries along the border. Actively promote regional anti-terrorist judicial cooperation and other counter-terrorist strategic countermeasures.
