【摘要】：20世紀60年代,參與民主理論給當時西方政治、經(jīng)濟帶來新的變化,它強調從民主出發(fā),以公民直接參與為主,通過政治參與,實現(xiàn)政治目標、謀求政治利益,最后參與民主理論發(fā)展成為一個成熟的理論。我國公民政治參與在改革開放以來取得了可喜成績,但目前仍存在一些問題。在我國特殊國情下,在社會主義制度下要具體問題具體分析,提出切實可行的措施來實現(xiàn)更好的公民政治參與,實現(xiàn)社會發(fā)展與政治穩(wěn)定。文章的研究重點是在參與民主理論視閾下不斷完善我國公民政治參與。研究方法主要是唯物辯證法、文獻研究法、比較分析法。全文共六章,分為緒論、正文和結語三部分。首先,在參與民主理論產(chǎn)生的大背景下,分析盧梭、密爾、麥克弗森、佩特曼四位主要代表人物的觀點,客觀評析參與民主理論,其積極意義在于有利于提高公民的政治地位,有利于擴大政治生活平等,有利于促進政治穩(wěn)定,但當時參與民主理論也存在一些不足之處。其次,闡釋了公民政治參與的內涵。主要包括公民政治參與的概念、特點、形式、類型及影響因素(經(jīng)濟發(fā)展水平、政治制度、政治文化環(huán)境與公民的社會地位、政治心理),其意義是有利于培養(yǎng)現(xiàn)代參與型公民、有利形成社會監(jiān)督、有利于維持國家穩(wěn)定。然后,介紹了我國公民政治參與的現(xiàn)狀。改革開放以來,我國公民政治參與取得了一定成績,但其中存在的問題主要有公民政治參與制度不夠完善、非制度政治參與、非理性網(wǎng)絡政治參與、公民政治參與形式單一、公民政治參與意識較淡薄等,究其原因有政治、經(jīng)濟、文化方面。同時總結美國、英國、韓國公民政治參與的主要情況,作為今后我國公民政治參與的借鑒。最后是本論文的重點,如何在參與民主理論視閾下不斷完善我國公民政治參與,提出了不斷完善公民政治參與的相關制度、重視網(wǎng)絡參與、進一步規(guī)范民間組織、發(fā)展文化教育事業(yè)、培育現(xiàn)代參與型公民等建議,不斷擴大我國公民有序政治參與,不斷完善我國的政治民主。
[Abstract]:In 1960s, the theory of participatory democracy brought new changes to western politics and economy at that time. To seek political interests and finally to participate in the development of democratic theory into a mature theory. Civil political participation in China has made gratifying achievements since the reform and opening up, but there are still some problems. Under the socialist system, concrete problems should be analyzed and practical measures should be put forward to achieve better political participation of citizens. In order to realize social development and political stability, the focus of this paper is to improve the political participation of Chinese citizens from the perspective of participatory democracy theory. The research methods are mainly materialist dialectics and literature research. The thesis is divided into three parts: introduction, text and conclusion. First of all, Rousseau, Mill and Macpherson are analyzed in the background of participating in the theory of democracy. The views of the four main representatives of Paterman and the objective analysis of the theory of participatory democracy have positive significance in improving the political status of citizens, expanding the equality of political life and promoting political stability. However, there were some deficiencies in the theory of participatory democracy at that time. Secondly, it explained the connotation of civil political participation, mainly including the concept, characteristics, forms, types and influencing factors (level of economic development) of citizen political participation. Political system, political and cultural environment, social status of citizens, political psychology, its significance is conducive to the cultivation of modern citizens, conducive to the formation of social supervision, conducive to the maintenance of national stability. This paper introduces the current situation of civil political participation in China. Since the reform and opening up, civil political participation in our country has made certain achievements, but the main problems are that the system of citizen political participation is not perfect and non-institutional political participation. The irrational network political participation, the citizen political participation form is single, the citizen political participation consciousness is relatively weak and so on, investigates its reason has the politics, the economy, the cultural aspect. At the same time summarizes the United States, the British. The main situation of Korean citizen's political participation is the reference of our country's citizen's political participation in the future. Finally, it is the focus of this paper, how to perfect our country's citizen's political participation continuously under the participation democratic theory. It puts forward some suggestions, such as perfecting the relevant system of citizen's political participation, attaching importance to network participation, further standardizing non-governmental organizations, developing cultural and educational undertakings, cultivating modern participatory citizens and so on. We will continuously expand our citizens' orderly political participation and constantly improve our political democracy.
