【摘要】：隨著我國(guó)計(jì)劃經(jīng)濟(jì)向社會(huì)主義市場(chǎng)經(jīng)濟(jì)的轉(zhuǎn)型,城鄉(xiāng)規(guī)劃已經(jīng)成為政府宏觀調(diào)控的重要手段之一,具有重要的公共政策屬性,公眾參與城鄉(xiāng)規(guī)劃亦得到了市民和社會(huì)的充分認(rèn)可,形成了廣泛的共識(shí)。公眾參與確定為重大行政決策法定程序的首要環(huán)節(jié),成為黨的十八屆四中全會(huì)報(bào)告的重要一筆,城鄉(xiāng)規(guī)劃必須要有公眾參與也成為《城鄉(xiāng)規(guī)劃法》的重要原則之一,這都充分體現(xiàn)了黨和國(guó)家把公眾參與城鄉(xiāng)規(guī)劃納為全面依法治國(guó)戰(zhàn)略的重要組成。廊坊市城鄉(xiāng)規(guī)劃局在具體的城鄉(xiāng)規(guī)劃實(shí)踐中,建立健全了規(guī)劃審議和專家咨詢、規(guī)劃宣傳與公示、數(shù)字審批與信息公開(kāi)等公眾參與體系,建立了社會(huì)公眾獲取了解規(guī)劃信息和反饋表達(dá)群眾意見(jiàn)的有效渠道和途徑。本文通過(guò)對(duì)廊坊市公眾參與城鄉(xiāng)規(guī)劃實(shí)踐效果和具體案例的分析研究,發(fā)現(xiàn)廊坊市的公眾參與城鄉(xiāng)規(guī)劃還存在著參與程序隨意、參與層次較低、參與效果不佳等亟待解決的問(wèn)題,通過(guò)對(duì)國(guó)內(nèi)外公眾參與城鄉(xiāng)規(guī)劃的先進(jìn)理論和案例實(shí)踐的學(xué)習(xí)借鑒,提出廊坊市健全完善公眾參與城鄉(xiāng)規(guī)劃的對(duì)策建議。本文主體分三個(gè)部分:第一,簡(jiǎn)要敘述我國(guó)當(dāng)前公眾參與城鄉(xiāng)規(guī)劃的歷程,明確其重要性和必要性,明確論文的的研究意義、思路和方法。第二,概括總結(jié)國(guó)內(nèi)外公眾參與城鄉(xiāng)規(guī)劃的理論和相關(guān)研究,通過(guò)美英等國(guó)和京深等地的具體實(shí)踐分析,梳理歸納其主要特點(diǎn)和可以借鑒地方。第三部分:總結(jié)廊坊市近年來(lái)的公眾參與城鄉(xiāng)規(guī)劃實(shí)踐,結(jié)合具體案例,分析當(dāng)前廊坊市公眾參與城鄉(xiāng)規(guī)劃存在的問(wèn)題及原因,針對(duì)性地提出解決對(duì)策和建議。研究城鄉(xiāng)規(guī)劃中的公眾參與,建立城鄉(xiāng)規(guī)劃決策過(guò)程中平等、公開(kāi)、開(kāi)放的公眾參與機(jī)制,對(duì)科學(xué)民主決策城鄉(xiāng)規(guī)劃和有效實(shí)施,更好維護(hù)社會(huì)公眾權(quán)益,促進(jìn)社會(huì)和諧有著重要的意義。
[Abstract]:With the transition from planned economy to socialist market economy, urban and rural planning has become an important means of government macro-control, with an important public policy attributes. Public participation in urban and rural planning has also been fully recognized by the citizens and society, forming a broad consensus. To become an important report of the fourth Plenary session of the 18 CPC Central Committee, urban and rural planning must have public participation and become one of the important principles of the Urban and Rural Planning Law. This fully reflects the party and the state to participate in urban and rural planning as an important component of the overall strategy of governing the country according to law. Langfang City and Rural Planning Bureau in the specific urban and rural planning practice. The system of public participation, such as planning review and expert consultation, planning publicity and publicity, digital examination and approval and information publicity, has been established and improved. Established the social public to understand the planning information and feedback expression of public opinion effective channels and ways. This article through Langfang City public participation in urban and rural planning practice results and specific cases of analysis and research. It is found that the public participation in urban and rural planning in Langfang has some problems to be solved, such as random participation procedure, low participation level and poor participation effect. Through the study of advanced theory and case practice of public participation in urban and rural planning at home and abroad, the author puts forward the countermeasures and suggestions to improve public participation in urban and rural planning in Langfang City. The main body of this paper is divided into three parts: first. A brief description of the current public participation in urban and rural planning process, clear its importance and necessity, clear research significance, ideas and methods of the paper. Second. Summarize the theory and relevant research of public participation in urban and rural planning at home and abroad, through the United States and Britain and other countries and Beijing and Shenzhen and other specific practice analysis. The third part: summarize the public participation in urban and rural planning practice in recent years, combined with specific cases. This paper analyzes the existing problems and causes of public participation in urban and rural planning in Langfang city, puts forward some countermeasures and suggestions, studies public participation in urban and rural planning, and establishes equality and openness in the decision-making process of urban and rural planning. The open mechanism of public participation is of great significance to the scientific and democratic decision-making of urban and rural planning and effective implementation, to better safeguard the rights and interests of the public and to promote social harmony.
