【摘要】：近些年,西方協(xié)商民主理論傳入中國,引發(fā)了中國學(xué)者的極大興趣。中國學(xué)者開始將西方的協(xié)商民主與中國早就存在的人民政治協(xié)商會議進行比較研究,甚至一些學(xué)者將西方的協(xié)商民主等同于中國的政治協(xié)商,引起了這一概念的濫用。隨著我國經(jīng)濟利益多元化發(fā)展和我國人民民主參與意識的增強,以及人們對民主政治建設(shè)的呼聲越來越高,協(xié)商民主理論也越來越受到大家的關(guān)注。十八大提出了社會主義協(xié)商理論并強調(diào)要健全社會主義協(xié)商民主理論。為了避免協(xié)商民主這一概念的濫用和混用,并且闡明何為社會主義協(xié)商民主,本文著手從社會主義協(xié)商民主的根源來研究社會主義協(xié)商民主。社會主義協(xié)商民主思想與實踐在中國由來已久,只不過歷史上中國人習(xí)慣稱之為民主協(xié)商而非協(xié)商民主。這一思想與實踐最早可以追溯到建黨之初第一次國共合作時期,隨后這一思想與實踐伴隨著共產(chǎn)黨的成長,逐漸形成、發(fā)展和成熟起來,而對這一思想做出卓越貢獻的周恩來,可以說是這一思想的創(chuàng)始者,也是這一思想的實踐者。因此研究周恩來的民主協(xié)商思想,對豐富社會主義協(xié)商民主理論,推進社會主協(xié)商民主制度建設(shè)有巨大的啟迪意義。本文一共分為五個部分:第一部分(引言)指出了選題依據(jù)、研究意義、研究現(xiàn)狀、研究思路及相關(guān)概念辨析,在這一部分中還進一步明確了民主協(xié)商及與之相似的幾個概念,這是寫作本文的前提與基礎(chǔ);第二部分介紹了周恩來民主協(xié)商思想的形成條件,其中包括其理論基礎(chǔ)、文化淵源、當時的歷史需要以及其個人的主觀條件;第三部分梳理了周恩來民主協(xié)商思想與實踐形成發(fā)展的過程,包括形成、發(fā)展和成熟三個階段;第四部分在前幾部分的基礎(chǔ)上,歸納了周恩來民主協(xié)商思想的主要內(nèi)容,具體包括民主協(xié)商的重要性、民主協(xié)商的主體要求、民主協(xié)商的原則及工作方式;第五部分概括了周恩來民主協(xié)商思想的歷史價值和當代啟示。
[Abstract]:In recent years, the western theory of deliberative democracy has been introduced into China, which has aroused the great interest of Chinese scholars. Chinese scholars have begun to compare Western deliberative democracy with the people's political Consultative Conference that has existed in China for a long time. Even some scholars equate western deliberative democracy with Chinese political consultation, which leads to the abuse of this concept. With the development of our economic interests and the strengthening of our people's sense of democratic participation. And people's voices on the construction of democratic politics are getting higher and higher. The theory of deliberative democracy has also attracted more and more attention. The 18 National Congress put forward the theory of socialist consultation and stressed the need to perfect the theory of socialist consultative democracy, in order to avoid the misuse and mixed use of the concept of deliberative democracy. And to clarify what is socialist consultative democracy, this paper begins to study socialist consultative democracy from the root of socialist consultative democracy. Socialist consultative democracy thought and practice in China has a long history. However, in the history, the Chinese people used to call democratic consultation rather than negotiated democracy. This thought and practice can be traced back to the first period of KMT and CCP cooperation at the beginning of the founding of the Party. Then with the growth of the Communist Party, this thought and practice gradually formed, developed and matured up, and Zhou Enlai, who made outstanding contributions to this thought, can be said to be the founder of this thought. Therefore, studying Zhou Enlai's thought of democratic consultation will enrich the theory of socialist consultative democracy. This paper is divided into five parts: the first part (introduction) points out the basis of the topic, research significance, research status. In this part, the author further clarifies the democratic consultation and several similar concepts, which is the premise and foundation of this paper. The second part introduces the forming conditions of Zhou Enlai's democratic consultation thought, including its theoretical basis, cultural origin, historical needs at that time and his personal subjective conditions. The third part combs the formation and development process of Zhou Enlai's democratic consultation thought and practice, including three stages: formation, development and maturity; Part 4th summarizes the main contents of Zhou Enlai's democratic consultation thought on the basis of the previous parts, including the importance of democratic consultation, the main requirements of democratic consultation, the principles and working methods of democratic consultation; Part 5th summarizes the historical value and contemporary enlightenment of Zhou Enlai's democratic consultation thought.
