【摘要】：社區(qū)作為現(xiàn)代社會的基本細(xì)胞單位，在完善城市基層管理和服務(wù)功能、建設(shè)社會主義和諧社會中發(fā)揮了不可替代的作用。隨著加強和創(chuàng)新社會管理的深入推進，社區(qū)問題越來越受到社會各界的關(guān)注。然而近年來，我國的城市社區(qū)建設(shè)也出現(xiàn)了一些問題，比如：社區(qū)的臨時性任務(wù)過多、行政負(fù)擔(dān)過重，社區(qū)的民主自治難以真正體現(xiàn)，這些問題不僅僅存在于長春市的社區(qū)治理中，在全國也具有普遍性。針對這些問題，民政部下發(fā)了社區(qū)建設(shè)工作的意見，理順了社區(qū)的職能，會同高校學(xué)者進行社區(qū)負(fù)擔(dān)的摸底調(diào)研，在一些城市進行了社區(qū)減負(fù)的試點改革嘗試，但效果并不理想。本文立足于長春市城市社區(qū)治理減負(fù)工作的調(diào)研數(shù)據(jù)，運用治理理論、政府失靈理論和市場經(jīng)濟理論，，采用文獻收集、歸納演繹和數(shù)據(jù)分析等方法，對社區(qū)開展服務(wù)管理工作的種類和內(nèi)容進行歸納分類，從理論和現(xiàn)實相結(jié)合的層面剖析了社區(qū)負(fù)擔(dān)過重存在的主要問題，并從社區(qū)的內(nèi)部和外部兩個大方面入手，分析了問題產(chǎn)生的原因。立足原因，闡述了地方政府理順社區(qū)治理體系、明確社區(qū)具體職能、減輕社區(qū)負(fù)擔(dān)、推進社區(qū)自治建設(shè)的對策，實現(xiàn)對社區(qū)承擔(dān)任務(wù)的“節(jié)源開流”，為地方政府制定、實施減負(fù)政策提供參考依據(jù)，更好促進城市社區(qū)建設(shè)健康發(fā)展。
[Abstract]:As the basic cell unit of modern society, community plays an irreplaceable role in perfecting urban grass-roots management and service function and building socialist harmonious society. More and more attention has been paid to the community problems. However, in recent years, some problems have emerged in the construction of urban communities in China, such as: the temporary tasks of the community are too much, the administrative burden is too heavy. It is difficult to truly reflect the democratic autonomy of the community. These problems not only exist in the community governance in Changchun, but also have universality in the whole country. In view of these problems, the Ministry of Civil Affairs has issued opinions on community construction. Straighten out the functions of the community, together with university scholars to carry out community burden mapping research, in some cities to reduce the burden of community pilot reform attempt. But the effect is not ideal. This paper is based on the investigation data of Changchun urban community governance and burden reduction, the use of governance theory, government failure theory and market economy theory, the use of literature collection. Inductive deduction and data analysis and other methods, the types and contents of community service management are classified, and the main problems existing in the overburden of community are analyzed from the level of combining theory and reality. And from the community internal and external two major aspects of the analysis of the causes of the problem. Based on the reasons, elaborated the local government to rationalize the community governance system, clear the specific functions of the community, reduce the burden on the community. The countermeasures of promoting the construction of community autonomy, realizing "saving resources and opening flow" for the community to undertake the task, provide the reference basis for the local government to formulate and implement the policy of reducing the burden, and better promote the healthy development of the urban community construction.
