【摘要】：協(xié)商民主是一種有效的民意征集和利益整合方式,尤其是在中國(guó)基層社會(huì)的治理實(shí)踐中。通過(guò)觀察協(xié)商民主在浙江溫嶺市15年的實(shí)踐程序發(fā)展,對(duì)其在基層治理中的效能進(jìn)行了實(shí)證分析。溫嶺協(xié)商民主從最初的公共事務(wù)的民主懇談,到重大公共工程項(xiàng)目預(yù)算的協(xié)商民意調(diào)查,最后形成整個(gè)鄉(xiāng)鎮(zhèn)與市級(jí)部門(mén)的參與式預(yù)算,呈現(xiàn)了協(xié)商民主在中國(guó)基層治理中的典型實(shí)驗(yàn)樣本。在此基礎(chǔ)上,對(duì)參與協(xié)商的樣本科學(xué)性、協(xié)商前后參與人的態(tài)度變化、參與人地位與討論團(tuán)體的影響,進(jìn)行了實(shí)證性的效能檢驗(yàn),并對(duì)實(shí)踐程序的前提條件進(jìn)行了歸納,分析了這一實(shí)踐存在的問(wèn)題。
[Abstract]:Deliberative democracy is an effective way of collecting public opinion and integrating interests, especially in the practice of governance in China's grass-roots society. By observing the development of consultative democracy in Wenling City, Zhejiang Province for 15 years, the process of practice has been developed. This paper makes an empirical analysis on its effectiveness in grass-roots governance. Wen Ling deliberative democracy from the initial democratic talk of public affairs to the major public projects budget consultation polls. Finally, it forms the participatory budget of the whole township and municipal departments, and presents the typical experimental sample of consultative democracy in China's grass-roots governance. On this basis, the sample of participation in consultation is scientific. After the negotiation, the change of participants' attitude, the influence of participants' status and discussion group, the empirical effectiveness test is carried out, and the preconditions of practice procedure are summarized, and the problems existing in the practice are analyzed.

【正文快照】： 一、問(wèn)題的界定:協(xié)商民主整合民意的效能任何社會(huì)的存在和延續(xù),都需要一個(gè)明確的正義原則和穩(wěn)定的制度,因?yàn)槿藗円鎸?duì)什么樣的原則是合理的、什么樣的制度是合法的,進(jìn)而依靠什么路徑做出決策、解決沖突、行使權(quán)力,并保持構(gòu)成社會(huì)生活的各種行為和愿望的統(tǒng)一等一系列問(wèn)題[1]。
