【摘要】：隨著社會的急劇變遷、市場經(jīng)濟的建立以及傳統(tǒng)價值觀念的弱化,特別是家庭結(jié)構功能的變化和青少年的日漸社會性,在這一背景下,青少年在身心成長方面出現(xiàn)的問題比以往任何時期都要突出。由于家庭、學校、社會等傳統(tǒng)場所對青少年心理問題的了解和關注不夠深入,導致越來越多的青少年表現(xiàn)出逃學、暴力、網(wǎng)癮等一系列偏差行為,這已經(jīng)成為一個普遍的嚴重的社會問題。這些問題值得我們在進行青少年事務管理工作的過程中深思。白云區(qū)作為廣州市的老城區(qū)之一,地處城鄉(xiāng)結(jié)合部,轄區(qū)內(nèi)所有制結(jié)構多元化,多種經(jīng)濟成分復雜并存,城市化進程發(fā)展不平衡,新老城區(qū)、農(nóng)村地區(qū)、準城市化地區(qū)、開發(fā)園區(qū)縱橫交錯。復雜的經(jīng)濟社會環(huán)境造成白云區(qū)青少年群體結(jié)構、分布和流向、生產(chǎn)生活方式、利益訴求多樣化、復雜化。因此,白云區(qū)的青少年事務管理顯得更為迫切和必要。在此背景下,對廣州市白云區(qū)青少年事務管理的情況進行深入剖析,分析其中存在的問題及導致問題出現(xiàn)的原因,并在此基礎上提出可行的操作建議,對促進白云區(qū)青少年事務管理工作的發(fā)展,具有現(xiàn)實意義。本文嘗試從白云區(qū)青少年群體現(xiàn)狀入手,運用治理理論,以實際調(diào)查的資料為依據(jù),分析廣州市白云區(qū)青少年的發(fā)展存在一些突出的問題,探尋導致問題出現(xiàn)的深層次原因,進而提出完善白云區(qū)青少年事務管理工作的對策措施。筆者從以下五個部分對廣州市白云區(qū)的青少年事務管理工作開展研究：第一部分主要介紹了本文的選題意義、研究背景、涉及到的基本概念的界定及本文的研究思路和研究方法；第二部分著重分析了廣州市白云區(qū)青少年事務管理的現(xiàn)狀；第三部分探尋廣州市白云區(qū)青少年事務管理中存在的問題及原因；第四部分在前文分析的基礎上,立足實務和實踐,從治理理論的角度提出了青少年事務管理各參與主體完善白云區(qū)省青少年事務管理的對策建議；最后第五部分,對全文研究進行了總結(jié)。
[Abstract]:With the rapid changes of the society, the establishment of the market economy and the weakening of the traditional values, especially the changes of the function of the family structure and the increasing sociality of the young people, under this background. The problems of teenagers' physical and mental growth are more prominent than at any time. Because of the family, school, society and other traditional places of understanding and attention to the psychological problems of teenagers is not deep enough. As a result, more and more teenagers show a series of deviant behaviors such as truancy, violence, internet addiction and so on. This has become a widespread and serious social problem. These problems are worth our thinking in the process of youth affairs management. Baiyun District, as one of the old urban areas of Guangzhou, is located in the urban and rural areas. The ownership structure within the jurisdiction is diversified, various economic components are complicated and coexisting, the process of urbanization is not balanced, new and old urban areas, rural areas, quasi-urbanized areas. The complex economic and social environment results in the structure, distribution and direction of youth groups, production and life style, interests demand diversification and complexity. The management of youth affairs in Baiyun District is more urgent and necessary. Under this background, the situation of youth affairs management in Baiyun District of Guangzhou City is analyzed in depth. This paper analyzes the existing problems and causes of the problems, and on this basis puts forward feasible operational suggestions to promote the development of youth affairs management in Baiyun District. This paper tries to start with the current situation of the youth groups in Baiyun District, using governance theory, based on the actual investigation data, to analyze the development of youth in Baiyun District of Guangzhou City, there are some outstanding problems. Explore the underlying causes of the problem. The author studies the youth affairs management in Baiyun District of Guangzhou City from the following five parts:. The first part mainly introduces the significance of this topic. Research background, the definition of the basic concepts involved and the research ideas and methods of this paper; The second part focuses on the analysis of the current situation of youth affairs management in Baiyun District of Guangzhou City. The third part explores the problems and causes of youth affairs management in Baiyun District of Guangzhou City. 4th based on the previous analysis, based on practice and practice, from the perspective of governance theory, the author puts forward the countermeasures and suggestions to improve the provincial youth affairs management in Baiyun District.
