【摘要】：鄉(xiāng)政府作為我國政權(quán)體系中最基層的一級政府,直接面向廣大基層民眾,既要落實國家意志,即黨和政府各項政策的宣傳落實,是上情下達(dá)的橋頭堡,還要組織引導(dǎo)農(nóng)民群眾促進(jìn)農(nóng)村經(jīng)濟(jì)社會又快又好發(fā)展,是黨和國家解決“三農(nóng)”問題的主抓手�？茖W(xué)界定鄉(xiāng)政府職能,決定其效能發(fā)揮的好壞,也直接影響社會主義新農(nóng)村建設(shè)進(jìn)程、廣大農(nóng)民群眾的福祉和國家基層政權(quán)的穩(wěn)固。本文結(jié)合我國行政管理理論、鄉(xiāng)政府職能設(shè)置及效能發(fā)揮的普遍情況,以河西鄉(xiāng)政府職能設(shè)置與效能發(fā)揮個案為例,通過分析鄉(xiāng)政府演變及職能變革,當(dāng)前鄉(xiāng)政府職能定位依據(jù)、管轄范圍、職責(zé)權(quán)限、人員構(gòu)成、財務(wù)狀況及履行職能的成效、面臨的突出問題及原因分析,得出鄉(xiāng)政府職能定位與效能提升是國家政治體制改革增強(qiáng)活力、促進(jìn)經(jīng)濟(jì)社會健康發(fā)展、惠及廣大農(nóng)民群眾的基礎(chǔ)性工作,必須根據(jù)《憲法》規(guī)定的鄉(xiāng)政府職能,按照實事求是的態(tài)度,遵循“小政府,大社會”的原則和“生產(chǎn)關(guān)系必須與生產(chǎn)力相適應(yīng)”的規(guī)律,順應(yīng)中國特色社會主義市場經(jīng)濟(jì)和各地社會主義新農(nóng)村建設(shè)的需要,因地制宜的確定鄉(xiāng)政府職能,并對現(xiàn)行行政體制進(jìn)行自上而下的改革,為鄉(xiāng)政府履行職能創(chuàng)造適應(yīng)的行政環(huán)境,確保鄉(xiāng)政府的責(zé)權(quán)利相統(tǒng)一,不斷提高其履職效能,切實保障好、發(fā)展好農(nóng)民群眾的根本利益,夯實黨的執(zhí)政基礎(chǔ),維護(hù)好國家的長治久安。全文共分六章:第1章緒論,主要說明選題背景、意義,國內(nèi)外研究現(xiàn)狀,研究的內(nèi)容、方法、重點、難點和創(chuàng)新點等。第2章鄉(xiāng)政府職能概述,闡述我國鄉(xiāng)政府設(shè)置的歷史沿革及職能發(fā)揮。第3章河西鄉(xiāng)政府職能定位及效能發(fā)揮存在的突出問題。第4章河西鄉(xiāng)政府職能定位與效能提升的制約因素。第5章探討了新形勢下鄉(xiāng)政府職能定位和效能提升的方向。第6章提出了河西鄉(xiāng)政府職能定位與效能提升的原則與對策。
[Abstract]:Township government as the most basic level of government in the system of political power in our country, directly facing the masses of grass-roots people, it is necessary to implement the national will, that is, the propaganda and implementation of various policies of the party and government, is the bridgehead of the situation. We should also organize and guide the peasant masses to promote the rapid and sound development of the rural economy and society, which is the main grasp of the Party and the state in solving the "three rural" problems, and scientifically defines the functions of the township government and determines the quality of its effectiveness. It also directly affects the construction process of the new socialist countryside, the well-being of the broad masses of farmers and the stability of the state grass-roots regime. This paper combines the theory of administration in China, the functions of the township government and the performance of the general situation. Taking Hexi township government function establishment and efficiency as an example, through the analysis of the evolution and functional change of township government, the current township government function positioning basis, jurisdiction scope, responsibility authority, personnel composition. From the analysis of the financial status and the effect of performing the functions, the paper concludes that the function orientation and efficiency improvement of the township government is to strengthen the vitality of the national political system reform and promote the healthy development of the economy and society. The basic work that benefits the broad masses of peasants must be guided by the "small government" in accordance with the functions of the township government as stipulated in the Constitution and in accordance with the attitude of seeking truth from facts. The principle of "big society" and the law that "the relations of production must adapt to the productive forces" conform to the needs of the socialist market economy with Chinese characteristics and the construction of the new socialist countryside in various places, and determine the functions of the township government according to the local conditions. And the current administrative system from the top to the bottom reform, for the township government to perform its functions to create a suitable administrative environment, to ensure the unity of the responsibilities of the township government, constantly improve its performance efficiency, effective protection. The full text is divided into six chapters: chapter 1, introduction, mainly explain the background, significance, research status at home and abroad. The contents, methods, emphases, difficulties and innovations of the research. Chapter 2 Overview of the functions of township government. This paper expounds the historical evolution and exertion of the function of the township government in our country. Chapter 3, the prominent problems in the function orientation and effectiveness of the government in Hexi Township. Chapter 4, the restrictive factors of the function orientation and efficiency improvement of the government in Hexi Township. The chapter discusses the orientation of rural government function and the direction of efficiency improvement under the new situation. Chapter 6 puts forward the principles and countermeasures of Hexi township government function positioning and efficiency improvement.
