【摘要】：當代科學技術的發(fā)展,特別是寬帶互聯(lián)網和手機移動通訊為代表的數(shù)字新媒體的蓬勃發(fā)展,催生了微博的興起和發(fā)展,使之成為當下全世界最熱門的網絡應用之一。據(jù)2012年美國博雅公共關系公司發(fā)布的以全球領導人為對象的首份微博研究報告,全球超過120個國家264個國家領導人在“Twitter”上開設了微博。微博在公共外交領域的廣泛應用不僅實現(xiàn)了外交技術層面上的變革,而且還引發(fā)了各國外交理念和外交哲學上的更新。微博外交作為一種新興的、作用地位正處于上升階段的展開外交活動的新形式,研究其發(fā)展脈絡、本質特征、運作的機制以及具體實踐,具有重要意義和研究價值。本文首先以微博外交的崛起為切入點,分析微博外交的產生的背景、概念、類型、特點、理論范式及其運行機制;其次以美國、英國駐華大使館微博外交為案例分析,采用數(shù)據(jù)統(tǒng)計和文本分析的方法,對微博數(shù)量、粉絲數(shù)量、關注對象、互動率等考察,探究美國和英國微博外交的戰(zhàn)略目標;再次從微博本身評價外國駐華大使館微博的影響力,建立駐華大使館微博影響力評價體系,使用專家調查法與層次分析法對各指標計算權重,然后進行駐華大使館微博影響力評價體系的實證分析,對駐華大使館微博(10個國家駐華大使館微博)為期一個月的基礎數(shù)據(jù)采集和在線實時監(jiān)測,并對數(shù)據(jù)Min-max標準化處理,最后所獲得標準化數(shù)據(jù)與相對應的指標權重相乘并各項相加,分數(shù)為駐華大使館微博影響力,并且對各駐華大使館微博影響力排序。最后闡述為我國發(fā)展微博的思考。整體上,本文首先從理論上回答微博對外交系統(tǒng)與外交社會產生什么樣的影響,它對國際關系學和外交學有何意義;其次是在理論分析和美國、英國駐華大使館微博外交考察的基礎上,得出中國發(fā)展微博外交的啟示。
[Abstract]:The development of modern science and technology, especially the vigorous development of digital new media represented by broadband Internet and mobile phone communication, gave birth to the rise and development of Weibo. Making it one of the most popular web applications in the world today, according to the first Weibo study of global leaders released in 2012 by Boyle Public Relations. The wide application of Weibo Weibo in public diplomacy by the leaders of 264 countries in more than 120 countries on the "Twitter" has not only brought about a change in diplomatic technology. Weibo diplomacy, as a new form of diplomatic activities, which is in a rising stage, studies its development context and essential characteristics. The mechanism and practice of operation are of great significance and research value. Firstly, this paper analyzes the background, concept, type and characteristics of Weibo diplomacy from the rise of Weibo diplomacy. Theoretical paradigm and its operating mechanism; Secondly, taking Weibo diplomacy of the United States and British embassies in China as a case study, using the methods of data statistics and text analysis, the author investigates Weibo's quantity, fans, objects of concern, interaction rate and so on. Explore the strategic goals of Weibo diplomacy between the United States and Britain; Again from Weibo itself evaluation of the influence of the foreign embassy in China Weibo establish the embassy Weibo influence evaluation system the use of expert investigation and analytic hierarchy process to calculate the weight of each index. Then the empirical analysis of the evaluation system of Weibo influence of embassy in China is carried out, and the basic data collection and online real-time monitoring of Weibo (10 embassies in China) for one month are carried out. And the data Min-max standardization processing, the final standardized data and the corresponding index weights multiplied and added together, the score of the embassy in China Weibo influence. And the various embassies in China Weibo influence ranking. Finally elaborated for the development of Weibo in China thinking. On the whole, this paper first from the theoretical answer Weibo on the diplomatic system and diplomatic society what kind of impact. What is its significance to the study of international relations and diplomacy; Secondly, on the basis of theoretical analysis and the diplomatic investigation of Weibo, the American and British embassies in China, the enlightenment of China's development of Weibo's diplomacy is drawn.
