【摘要】：十八大以來,黨中央先后發(fā)文強調(diào):要加強社會主義協(xié)商民主建設、推進國家治理體系和治理能力現(xiàn)代化,改進社會治理方式。社區(qū)是社會治理的基本單元,社區(qū)治理的現(xiàn)代化直接影響著整個社會治理的現(xiàn)代化,而后者又是國家治理體系和治理能力現(xiàn)代化的重要組成部分。因而,社區(qū)治理的現(xiàn)代化對實現(xiàn)國家治理現(xiàn)代化具有重要的基礎性意義。我國現(xiàn)行城市社區(qū)治理多為“行政主導型”模式,治理主體單一等弊端制約了社區(qū)治理的現(xiàn)代化進程。本文將協(xié)商民主理論與當前的城市社區(qū)治理實踐相結(jié)合,挖掘協(xié)商民主在改善社區(qū)治理方面的價值,提出了“協(xié)商共治型”的城市社區(qū)治理模式。該模式通過把各方社會力量納入到規(guī)范化的參與渠道中,為多元的社區(qū)利益主體提供了理性交流、溝通論證、審慎決策的制度平臺,具有主體參與度和治理決策接受度高等優(yōu)勢。若實施該模式可以促進我國城市社區(qū)治理走向包容、開放,為化解基層社會矛盾、維護社區(qū)和諧穩(wěn)定,推動社區(qū)治理現(xiàn)代化,提升基層政府社會治理能力提供新途徑。政府社會管理理念由“管理”向“治理”的轉(zhuǎn)變、社會多元主體的形成、民眾權(quán)利意識的增強和互聯(lián)網(wǎng)技術(shù)的發(fā)展,為我國實施“協(xié)商共治”模式提供了理念、主體等方面的基礎和環(huán)境。但社會價值的多元化、社區(qū)成員間異質(zhì)性的增加和社會組織發(fā)展滯后等因素會影響“協(xié)商共治”模式的實施效果,需要通過進一步加強對社區(qū)居民公共理性的培育、促進社區(qū)社會組織的發(fā)展等來保障“協(xié)商共治”模式的更好實施。
[Abstract]:Since the 18 National Congress, the CPC Central Committee has successively issued documents stressing the following: we should strengthen the building of socialist consultation and democracy, promote the modernization of the national governance system and governance capacity, and improve the mode of social government.The community is the basic unit of social governance. The modernization of community governance directly affects the modernization of the whole social governance, and the latter is an important part of the modernization of national governance system and governance capacity. The modernization of community governance has important basic significance to realize the modernization of national governance. The current urban community governance in our country is mostly "administrative leading" mode. The single governance subject restricts the modernization of community governance. This paper combines the theory of consultative democracy with the current practice of urban community governance, and excavates the value of consultative democracy in improving community governance. This paper puts forward the urban community governance model of "consultation and co-treatment", which provides rational communication and communication and argumentation for the pluralistic community interest subjects by bringing the social forces of all parties into the standardized participation channels. The institutional platform of prudent decision-making has the advantages of high participation of subject and high acceptance of governance decision. If this model is implemented, it can promote the urban community governance to be inclusive and open to resolve social contradictions at the grass-roots level. Maintaining the harmony and stability of the community, promoting the modernization of community governance and improving the social governance ability of grass-roots governments provide a new way. The concept of government social management changes from "management" to "governance", and the formation of multiple social subjects. The enhancement of people's right consciousness and the development of Internet technology provide the foundation and environment for our country to implement the mode of "consultation and co-governance", but the social value is diversified. The increase of heterogeneity among community members and the lag in the development of social organizations will affect the implementation effect of the model of "consultation and co-treatment", which needs to further strengthen the cultivation of public rationality of community residents. To promote the development of community social organizations to ensure the better implementation of the model of "consultation and co-governance".
