【摘要】：互聯(lián)互通已經(jīng)成為不可阻擋的一個世界潮流。一個日益互聯(lián)互通的世界既釋放出蓬勃的生產(chǎn)力,同時也帶來一系列風(fēng)險。按照什么方式把一個日益互聯(lián)互通的世界較好地組織起來,成為新時期探討秩序和治理面臨的新議題�；ヂ�(lián)互通改變著國家對權(quán)利、責(zé)任、利益的看法,主權(quán)仍然是良好全球治理和國際秩序的基石,全球治理的改善和主權(quán)的維護并不是對立的;當前困擾全球治理的國內(nèi)制度障礙主要來自分權(quán)制衡的對立式制度體系,這類制度體系難以提供穩(wěn)定一致的全球治理預(yù)期,影響到全球治理和國際合作的質(zhì)量。大國關(guān)系治理是任何時期國際秩序的關(guān)鍵環(huán)節(jié),互聯(lián)互通的發(fā)展為大國關(guān)系從傳統(tǒng)對抗的治理結(jié)構(gòu)走向協(xié)商的治理結(jié)構(gòu)提供了機會。國際政治文化反映著一定時期的國際政治生態(tài),世界在互聯(lián)互通的發(fā)展中逐步萌生出了人類命運共同體意識,通過人文交流和國際關(guān)系教育培育和諧共生的國際政治文化,同樣是全球治理和國際秩序建設(shè)必須重視的內(nèi)容。
[Abstract]:Connectivity has become an irresistible world trend. An increasingly interconnected world has unleashed booming productivity. At the same time, there are a series of risks. How to better organize an increasingly interconnected world into a new issue of order and governance in a new era. Connectivity changes the rights of the state. The view of responsibility, interests, sovereignty is still the cornerstone of good global governance and international order, the improvement of global governance and the maintenance of sovereignty are not opposed; At present, the main obstacles to global governance come from the oppositional system of separation of powers and checks and balances, which are difficult to provide stable and consistent expectations of global governance. It affects the quality of global governance and international cooperation. The governance of great power relations is the key link of the international order at any time. The development of interconnection provides an opportunity for the relations between great powers to change from the traditional adversarial governance structure to the consultative governance structure. The international political culture reflects the international political ecology in a certain period. In the development of interconnection, the world has gradually emerged a sense of human destiny community, through human exchanges and international relations education to cultivate a harmonious and symbiotic international political culture. Similarly, global governance and the construction of the international order must pay attention to the content.
