【摘要】：明治新政府從行政管理體制改革、社會(huì)成員身份重構(gòu)、先進(jìn)知識(shí)引入、教育與人才培養(yǎng)、基礎(chǔ)設(shè)施和軍事力量建設(shè)等方面對(duì)日本傳統(tǒng)的國(guó)家形態(tài)及其治理機(jī)制進(jìn)行重構(gòu)。明治維新從治理主體及權(quán)力重組、中央財(cái)政體系建構(gòu)、主流意識(shí)形態(tài)建構(gòu)、經(jīng)濟(jì)基礎(chǔ)、產(chǎn)業(yè)發(fā)展與技術(shù)進(jìn)步等方面推動(dòng)日本國(guó)家治理機(jī)制的現(xiàn)代化進(jìn)程。由明治維新開(kāi)啟的日本國(guó)家治理機(jī)制的現(xiàn)代化雖然給中國(guó)帶來(lái)戰(zhàn)略競(jìng)爭(zhēng)壓力,并使日本成為東亞近現(xiàn)代各種沖突、戰(zhàn)爭(zhēng)和災(zāi)難的主要策源地,但也使日本喪失了文化吸引力和道義感召力。中國(guó)可以借鑒日本明治維新時(shí)期國(guó)家治理機(jī)制現(xiàn)代化的有益經(jīng)驗(yàn),但需吸取其失敗教訓(xùn)。
[Abstract]:Meiji New Government from the administrative system reform, social membership reconstruction, the introduction of advanced knowledge, education and talent training. From the aspects of infrastructure and military power construction, this paper reconstructs Japan's traditional national form and its governance mechanism. The Meiji Restoration reconstructs from the governance subject and power reorganization, the central financial system construction, the mainstream ideology construction. The modernization of Japan's national governance mechanism initiated by the Meiji Restoration has brought strategic competitive pressure to China although the modernization of Japan's national governance mechanism has been promoted in the aspects of economic base industrial development and technological progress. Japan became the main source of various conflicts, wars and disasters in East Asia. But it has also made Japan lose its cultural appeal and moral appeal. China can learn from Japan's beneficial experience of modernizing its governance system during the Meiji Restoration period, but it needs to learn from its failure.
