黨的十六屆三中全會(huì)提出的科學(xué)發(fā)展觀,是發(fā)展經(jīng)濟(jì)學(xué)的新發(fā)展,它全面吸收和綜合了有關(guān)人類社會(huì)發(fā)展研究的成果,指出發(fā)展的本質(zhì)是“以人為本”,發(fā)展的根本目的和內(nèi)涵是“經(jīng)濟(jì)、社會(huì)和人的全面發(fā)展”,發(fā)展的基本要求是“全面、協(xié)調(diào)和可持續(xù)”,使我們對(duì)發(fā)展的認(rèn)識(shí)更為完整、準(zhǔn)確和深刻�？茖W(xué)發(fā)展觀有著深厚的道德底蘊(yùn),反映了我國(guó)在選擇合理的生存方式和發(fā)展方式的道德追求。促進(jìn)人的全面發(fā)展是科學(xué)發(fā)展觀的實(shí)質(zhì),追求經(jīng)濟(jì)、社會(huì)、環(huán)境的和諧發(fā)展是可持續(xù)發(fā)展的目標(biāo),社會(huì)公正是科學(xué)發(fā)展觀的道德基礎(chǔ)。文章以馬克思主義理論和方法論為指導(dǎo)思想,以發(fā)展的道德要求為思考方向,以尋求科學(xué)發(fā)展觀的倫理意義為研究目的,以價(jià)值分析為主要研究手段,廣泛運(yùn)用倫理學(xué)(特別是經(jīng)濟(jì)倫理學(xué)、環(huán)境倫理學(xué))、社會(huì)學(xué)、政治學(xué)等多學(xué)科的最新研究成果,以期為科學(xué)發(fā)展觀提供一個(gè)倫理意義上的理論和實(shí)踐支撐。 全文以“為什么發(fā)展”和“怎樣發(fā)展”為主題而展開,共分為六個(gè)部分。第一部分,科學(xué)發(fā)展觀的形成和內(nèi)涵。介紹發(fā)展觀的演化、科學(xué)發(fā)展觀的提出和內(nèi)涵,為分析其倫理意義作準(zhǔn)備。第二部分,以人為本的主體倫理觀。闡述人是社會(huì)的主體以及社會(huì)發(fā)展要以滿足人的需要和促進(jìn)人的全面發(fā)展為價(jià)值取向,揭示科學(xué)發(fā)展觀的本質(zhì)。第三部分,公正正義的社會(huì)倫理觀。好的發(fā)展應(yīng)是人人受益的,要求保證人的基本權(quán)利,提供平等機(jī)會(huì),完善社會(huì)調(diào)劑體系,消除貧富差距。第四部分,理性增長(zhǎng)的經(jīng)濟(jì)倫理觀。經(jīng)濟(jì)增長(zhǎng)是社會(huì)發(fā)展的重要內(nèi)容,但只有以道德倫理來引導(dǎo)生產(chǎn)、交換、分配、消費(fèi),才能實(shí)現(xiàn)經(jīng)濟(jì)的理性增長(zhǎng)。第五部分,為人民服務(wù)的政治倫理觀。中國(guó)共產(chǎn)黨提出的科學(xué)發(fā)展觀,要與其為人民服務(wù)的宗旨相一致,正確處理好黨與人民的關(guān)系,推進(jìn)政治制度建設(shè),加強(qiáng)執(zhí)政黨道德建設(shè),滿足人民的政治需求,是共產(chǎn)黨執(zhí)政的倫理責(zé)任。第六部分,和諧統(tǒng)一的生態(tài)倫理觀�？茖W(xué)的發(fā)展必須是持續(xù)的發(fā)展,持續(xù)的發(fā)展必然要求生態(tài)的持續(xù)支持。因此,要求形成科學(xué)的生態(tài)倫理觀念,健全的倫理制度和合乎環(huán)保的行為方式。以上六個(gè)部分,第一部分是介紹科學(xué)發(fā)展觀,后五個(gè)部分是對(duì)科學(xué)發(fā)展觀倫理意義的說明,其中第二部分回答了為什么發(fā)展,第三至第六部分回答了什么樣的發(fā)展才是好的發(fā)展,必須處理好人與發(fā)展、人與經(jīng)濟(jì)、人與政治、人與自然之間的關(guān)系。全文六部分共同構(gòu)成了一個(gè)統(tǒng)一的有機(jī)理論體系。
Scientific Development View, put forward at the Third Plenary Session of 16th Party Central Committee of the Communist Party of China, is a new development of the development economics. Having absorbed and synthesized the achievements of the study on human social development in an all-round way, Scientific Development View points out that the essence of development is "People First", the basic goal and intension of development is "the development of economy, society and people in an all-round way", the basic demand of development is "the comprehensive, harmonious, and sustainable development", thus completing and deepening our understanding of development with accuracy. With a profound ethical significance, Scientific Development View reflects China"s ethical pursuit in choosing sensible ways of existence and development. Promoting the overall development of people is the essence of Scientific Development View, seeking the harmonious development in economy, society and environments is the goal of the sustainable development, and social justice is the ethical basis of Scientific Development View.Centered on "For what to develop" and "How to develop", the paper includes six parts. In the first part, the author introduces the evolution, proposal and intension of Scientific Development View, making preparation for analyzing its ethical significance. In the second part, the subject ethical of "People first". In the third part, pursue justice social ethics. In the forth part, economic ethics of rational growth. The fifth part is on political ethics of serving the people. The sixth part is about ecological ethics on the relation between people and nature. Among the six parts above, the first part introduces Scientific Development View and the next five parts is an explanation on the ethical significance of it. The second part answers the question of "For what to develop" while the third to sixth part replies to the question of "what is good development" stressing that we must properly deal with the relation between people and development, people and economy, people and nature. All the six parts comprise a unified organic theoretical system.
