【摘要】：黨的凝聚力問題是黨中央反復(fù)強(qiáng)調(diào)的關(guān)鍵問題。不斷增強(qiáng)其自身凝聚力是中國共產(chǎn)黨重視自身建設(shè)的一貫主張和重要原則。作為黨在農(nóng)村全部工作的領(lǐng)導(dǎo)核心,農(nóng)村基層黨組織發(fā)揮著戰(zhàn)斗堡壘的關(guān)鍵作用,肩負(fù)著農(nóng)村全面建成小康社會(huì)的偉大歷史使命,是提高社會(huì)主義新農(nóng)村建設(shè)水平的重要保障和有力支撐。其凝聚力的強(qiáng)弱直接關(guān)系到黨的執(zhí)政能力是否得到強(qiáng)有力的發(fā)揮,關(guān)系到黨的執(zhí)政地位是否穩(wěn)定長久。新時(shí)期,隨著改革開放的不斷深入,市場經(jīng)濟(jì)的不斷發(fā)展,依法治國方略的不斷推進(jìn),農(nóng)村經(jīng)濟(jì)結(jié)構(gòu)加速轉(zhuǎn)型升級(jí)、農(nóng)村社會(huì)加快由傳統(tǒng)向現(xiàn)代轉(zhuǎn)變,這些都對(duì)農(nóng)村基層黨組織提出了新的更高要求,農(nóng)村基層黨組織凝聚力建設(shè)面臨前所未有的挑戰(zhàn)。經(jīng)實(shí)地調(diào)查發(fā)現(xiàn),在這種新的時(shí)代背景下,部分農(nóng)村的基層黨組織凝聚力出現(xiàn)不同程度的弱化,有些地方形勢(shì)還相當(dāng)嚴(yán)峻,引起廣大群眾的強(qiáng)烈不滿,嚴(yán)重威脅到黨在農(nóng)村基層的執(zhí)政認(rèn)同和執(zhí)政安全。因此,如何根本解決農(nóng)村基層黨組織凝聚力問題,成為當(dāng)務(wù)之急,如何有效增強(qiáng)農(nóng)村基層黨組織的凝聚力顯得十分迫切和必要。在前人研究的成果和基礎(chǔ)上,針對(duì)新時(shí)期農(nóng)村基層黨組織凝聚力出現(xiàn)的新情況、新問題,論文主要從以下幾個(gè)方面展開論述:引言部分,主要對(duì)論文的選題依據(jù),選題意義,國內(nèi)外關(guān)于該選題的研究現(xiàn)狀,以及該選題研究的主要內(nèi)容和可預(yù)期的創(chuàng)造性成果進(jìn)行論述,并對(duì)該選題的研究方法和論文寫作框架予以說明。正文第一部分,對(duì)農(nóng)村基層黨組織凝聚力的一般理論進(jìn)行科學(xué)分析,主要從相關(guān)概念的界定,以及增強(qiáng)農(nóng)村基層黨組織凝聚力的重要意義兩個(gè)方面進(jìn)行展開論述。正文第二部分,對(duì)農(nóng)村基層黨組織凝聚力的現(xiàn)狀分析。通過問卷調(diào)查等方式,對(duì)農(nóng)村基層黨組織凝聚力現(xiàn)狀進(jìn)行深入了解,總結(jié)農(nóng)村基層黨組織凝聚力建設(shè)取得的成績以及存在的主要問題。正文第三部分,從政治生態(tài)環(huán)境、體制機(jī)制、個(gè)人素質(zhì)、經(jīng)濟(jì)建設(shè)等因素出發(fā),對(duì)農(nóng)村基層黨組織凝聚力弱化的原因進(jìn)行深入分析。正文第四部分,提出從構(gòu)建和諧文明的農(nóng)村政治生態(tài)環(huán)境,理順“村兩委”關(guān)系,抓好農(nóng)村基層黨員干部隊(duì)伍建設(shè),引領(lǐng)農(nóng)村經(jīng)濟(jì)建設(shè)這四個(gè)方面入手,使農(nóng)村基層黨組織更具凝聚力和戰(zhàn)斗力。
[Abstract]:The cohesion of the Party is the key issue repeatedly emphasized by the CPC Central Committee. Constantly strengthening its own cohesion is the Communist Party of China attaches importance to its own construction of the consistent view and important principles. As the leading core of all Party work in rural areas, rural grass-roots party organizations play a key role in fighting fortress and shoulder the great historical mission of building a moderately prosperous society in an all-round way in rural areas. It is an important guarantee and strong support to improve the construction level of the new socialist countryside. Its cohesion is directly related to whether the ruling ability of the Party gets strong play and whether the ruling position of the Party is stable and long-term. In the new period, with the deepening of the reform and opening-up, the continuous development of the market economy, the continuous advancement of the strategy of governing the country according to law, the accelerated transformation and upgrading of the rural economic structure, and the acceleration of the transformation of the rural society from tradition to modernity, All of these put forward new and higher requirements for rural grass-roots party organizations, and the construction of cohesion of rural grass-roots party organizations faces unprecedented challenges. Through on-the-spot investigation, it is found that under this new era background, the cohesion of grass-roots party organizations in some rural areas has been weakened to varying degrees, and the situation in some localities is still quite grim, which has aroused strong dissatisfaction among the masses. It seriously threatens the ruling identity and security of the Party at the grass-roots level in rural areas. Therefore, how to solve the cohesion problem of rural grass-roots party organizations becomes urgent, how to effectively enhance the cohesion of rural grass-roots party organizations is very urgent and necessary. In view of the new situation and new problems of the cohesion of the rural grass-roots party organizations in the new period, the thesis mainly discusses the following aspects: introduction, mainly on the basis of the selection of the paper, the significance of the topic selection, and the significance of the topic selection of the rural grass-roots party organizations in the new period. The status quo of the research on this topic at home and abroad, the main contents of the topic and the expected creative achievements are discussed, and the research methods and the writing frame of the thesis are explained. In the first part of the text, the author makes a scientific analysis of the general theory of the cohesion of rural grass-roots party organizations, mainly from the definition of the relevant concepts and the important significance of strengthening the cohesion of the grass-roots party organizations in rural areas. The second part of the text, the current situation analysis of the cohesion of rural grass-roots party organizations. By means of questionnaire investigation, this paper makes an in-depth understanding of the present situation of the cohesion of rural grass-roots party organizations, and sums up the achievements and main problems in the construction of the cohesion of rural grass-roots party organizations. The third part of the text, from the political ecological environment, system and mechanism, personal quality, economic construction and other factors, to the rural grass-roots party organization cohesion weakening reasons for in-depth analysis. In the fourth part of the text, the author puts forward four aspects: constructing a harmonious and civilized rural political ecological environment, straightening out the relationship between the "village and village committees", doing a good job in the construction of the ranks of grass-roots party members and cadres in rural areas, and leading the construction of the rural economy. To make rural grass-roots party organizations more cohesive and combat effectiveness.
