【摘要】：正為認(rèn)真貫徹落實黨的十八屆六中全會和中央紀(jì)委七次全會精神,國家煙草專賣局黨組近日印發(fā)《關(guān)于深入開展防治系統(tǒng)性廉潔風(fēng)險工作的意見》(以下簡稱《意見》),對煙草行業(yè)防治系統(tǒng)性廉潔風(fēng)險工作作出部署�！兑庖姟分赋�,防治系統(tǒng)性廉潔風(fēng)險,加強黨的領(lǐng)導(dǎo)是核心,要確保黨組織的領(lǐng)導(dǎo)核心和政治核心作用得到有效發(fā)揮;強化對權(quán)力運行的制約監(jiān)督是重點,要堅持問題導(dǎo)向,緊盯重點領(lǐng)域和關(guān)鍵環(huán)節(jié),緊盯"關(guān)鍵少數(shù)",梳理權(quán)力清單,排查廉潔風(fēng)險,建立健全防控措施;嚴(yán)格制度執(zhí)行是保障,要建立和完善權(quán)責(zé)清晰、流程規(guī)范、風(fēng)險明確、措施有力、制度管用、預(yù)警及時的廉潔風(fēng)險防控機制。要堅持把紀(jì)律和規(guī)矩挺在前面,堅持標(biāo)本兼治,堅持層層壓實責(zé)任,堅持容錯糾錯。
[Abstract]:In order to conscientiously implement the spirit of the sixth Plenary session of the 18th CPC Central Committee and the Seventh Plenary session of the Central Commission for discipline Inspection, the Party Group of the State Tobacco Monopoly Bureau recently issued "opinions on carrying out in-depth work to prevent and Control systemic Integrity risks" (hereinafter referred to as the "opinions"). It is pointed out that preventing and controlling the systemic clean risk and strengthening the leadership of the Party is the core, and it is necessary to ensure that the leading core and the political core of the Party organization are brought into play effectively. To strengthen the restriction and supervision of the operation of power is the key point. We should adhere to the problem-oriented, pay close attention to the key areas and key links, pay close attention to the "key minority", sort out the list of powers, eliminate the risks of integrity, and establish and improve the prevention and control measures. Strict system implementation is the guarantee. It is necessary to establish and perfect a clean risk prevention and control mechanism, which is clear in power and responsibility, standardized in process, clear in risk, effective in measures, effective in system and prompt in early warning. We should stick to discipline and discipline, treat both the symptoms and the symptoms, adhere to the responsibility of compacting layer by layer, and uphold fault-tolerant and error-correcting.
