【摘要】：基層服務(wù)型黨組織建設(shè)有利于發(fā)揮基層黨組織的戰(zhàn)斗堡壘作用,為全面深化改革作出積極貢獻。改革開放后我國大部分縣級地區(qū)都成立了經(jīng)濟開發(fā)區(qū)作為發(fā)展縣域經(jīng)濟的主陣地�？h域經(jīng)濟開發(fā)區(qū)機關(guān)承擔(dān)著服務(wù)經(jīng)濟開發(fā)區(qū)發(fā)展、助力縣域經(jīng)濟騰飛的重任,而機關(guān)的業(yè)務(wù)工作能力的發(fā)展離不開一支高素質(zhì)的機關(guān)黨員干部隊伍。開展縣域經(jīng)濟開發(fā)區(qū)機關(guān)基層服務(wù)型黨組織建設(shè),有利于更好的發(fā)揮經(jīng)濟開發(fā)區(qū)機關(guān)服務(wù)職能。本文選取以湖南D縣經(jīng)濟開發(fā)區(qū),對其機關(guān)基層服務(wù)型黨組織建設(shè)情況進行考察。通過訪談、調(diào)查問卷以及對照中央《關(guān)于加強基層服務(wù)型黨組織建設(shè)的意見》文件的方法,D縣經(jīng)濟開發(fā)區(qū)機關(guān)基層黨組織建設(shè)基本遵守了“圍繞中心,建設(shè)隊伍”的要求,解決了一批困擾經(jīng)濟開發(fā)區(qū)發(fā)展的難題,為經(jīng)濟開發(fā)區(qū)的進一步發(fā)展奠定了基礎(chǔ)。但是也發(fā)現(xiàn)其建設(shè)中服務(wù)態(tài)度、服務(wù)能力、服務(wù)平臺、服務(wù)作風(fēng)建設(shè)等方面有待進一步加強。通過對問題原因的分析,發(fā)現(xiàn)造成問題的一個主要原因是快速發(fā)展的經(jīng)濟開發(fā)區(qū)經(jīng)濟不斷對服務(wù)提出更高需求與經(jīng)濟開發(fā)區(qū)相對固定的機關(guān)體制之間存在著矛盾。經(jīng)濟開發(fā)區(qū)基層黨組織建設(shè)除了加強自身隊伍建設(shè)外,還需要學(xué)會采用群團組織力量、區(qū)域黨建等創(chuàng)新方法,才能在服務(wù)工作中起到“四兩拔千斤”的作用。
[Abstract]:The construction of grass-roots service-oriented Party organizations is conducive to giving play to the role of bastion of grass-roots Party organizations and making positive contributions to deepening the reform in an all-round way. Since the reform and opening up, most county-level areas in China have set up economic development zones as the main position for the development of county economy. The organs of the county economic development zone undertake the important task of serving the development of the economic development zone and helping the county economy to take off, and the development of the professional work ability of the organs cannot be separated from a contingent of high-quality party members and cadres. Carrying out the construction of the grass-roots service-oriented party organization in the county economic development zone is conducive to giving full play to the service function of the economic development zone. This paper selects D County Economic Development Zone of Hunan Province to investigate the construction of service-oriented party organizations at the grassroots level in Hunan Province. Through interviews, questionnaires and reference to the Central Committee's "opinions on strengthening the Construction of Grass-roots Service-oriented Party organizations", the method of building grass-roots party organizations in the organs of the D County Economic Development Zone has basically complied with the requirements of "building around the center and building the contingent." It has solved a number of difficult problems that haunt the development of economic development zones and laid the foundation for further development of economic development zones. But it also found that the construction of service attitude, service capacity, service platform, service style construction and so on need to be further strengthened. Through the analysis of the causes of the problems, it is found that one of the main causes of the problems is the contradiction between the rapid development of the economic development zone economy and the relatively fixed organ system of the economic development zone. In addition to strengthening the construction of its own ranks, the construction of grass-roots party organizations in economic development zones needs to learn to adopt innovative methods, such as group organization strength and regional party building, in order to play a role of "four, two, two and a thousand pounds" in service work.
