【摘要】：正當(dāng)前,在中央大力推動(dòng)和現(xiàn)實(shí)需要倒逼的雙重促進(jìn)下,不少地方先后制定出臺(tái)了容錯(cuò)試錯(cuò)辦法。據(jù)不完全統(tǒng)計(jì),目前全國已有超過2/3的省份制定了試錯(cuò)免責(zé)的實(shí)施意見或管理辦法,地級市出臺(tái)的相關(guān)意見更是不勝枚舉。然而,容錯(cuò)機(jī)制在經(jīng)歷各方期待、高度期許、迅速出臺(tái)之后,其實(shí)施效果卻不盡人意,在很多地方甚至陷入"執(zhí)行觀望"窘境。對于這種情況理應(yīng)警醒和深思。多重制約消解容錯(cuò)機(jī)制的執(zhí)行力容錯(cuò)機(jī)制是一項(xiàng)公共政策。公共政策的基
