【摘要】：巡察是巡視工作向基層延伸的重要途徑和有效方式,這一正在探索前行中的黨內(nèi)監(jiān)督制度自實踐以來取得了顯著成效,打通了黨內(nèi)監(jiān)督的"最后一公里"。但是,基層巡察在實踐中的種種困境也必須引起重視,巡察組在"形式周全"與"實質(zhì)虛無"的游離之間開始悖離巡察制度的初衷;被巡察單位在迫于無奈的"被動接受"之后,想方設法地"主動應對"以求不出紕漏;普通群眾對待巡察,要么視其為解困的"萬能鑰匙",要么抱著失望的"無用主義"態(tài)度。破解基層巡察的現(xiàn)實困局,必須通過制度轉(zhuǎn)型建立常態(tài)化的巡察格局,可重點從巡察的社會氛圍、工作重點、工作方法、工作制度、結(jié)果運用、隊伍建設等方面進行完善。
[Abstract]:Inspection is an important way and an effective way for the inspection work to extend to the grass-roots level. This inner-party supervision system, which is exploring and moving forward, has achieved remarkable results since it was put into practice, and it has made the "last kilometer" of inner-party supervision clear. All kinds of difficulties in the practice of grass-roots inspection must also be paid attention to. The inspection group began to run counter to the original intention of the inspection system between "perfect form" and "substantial nothingness". To find ways to "take the initiative" in order not to fail; ordinary people treat inspection as either the "master key" to solving difficulties, or they take a disappointed attitude of "futility" to solve the practical difficulties of grass-roots inspection. It is necessary to establish a regular pattern of inspection through institutional transformation, which can be improved from the aspects of social atmosphere, work focus, working method, work system, result application and team construction.
