【摘要】:黨的事業(yè)成敗關(guān)鍵在人,尤其在領(lǐng)導(dǎo)干部這個(gè)“關(guān)鍵少數(shù)”。十八大以來,中國(guó)共產(chǎn)黨始終把思想建設(shè)作為黨的建設(shè)的突破口,把提升領(lǐng)導(dǎo)干部理想信念作為干部教育的根本任務(wù)!叭龂(yán)三實(shí)”的要求,即“嚴(yán)以修身、嚴(yán)以用權(quán)、嚴(yán)以律己,謀事要實(shí)、創(chuàng)業(yè)要實(shí)、做人要實(shí)”,既是對(duì)中國(guó)優(yōu)秀傳統(tǒng)官德文化的傳承弘揚(yáng),同時(shí)又彰顯了新的時(shí)代內(nèi)涵;既是對(duì)黨的歷史上優(yōu)良傳統(tǒng)的堅(jiān)持發(fā)展,又是在當(dāng)前歷史條件下,對(duì)領(lǐng)導(dǎo)干部思想和作風(fēng)建設(shè)提出的新的時(shí)代要求。“三嚴(yán)三實(shí)”是習(xí)近平針對(duì)當(dāng)前黨面臨的國(guó)際國(guó)內(nèi)形勢(shì),黨內(nèi)和黨外局面進(jìn)行預(yù)判和分析,提出的具有針對(duì)性和時(shí)代性的黨建理論,抓住了做人從政的根本,切中了干事創(chuàng)業(yè)的要害,是新時(shí)期領(lǐng)導(dǎo)干部應(yīng)有的精神境界和道德追求!叭龂(yán)三實(shí)”專題教育是黨的十八以來,對(duì)領(lǐng)導(dǎo)干部進(jìn)行的具有鮮明時(shí)代特點(diǎn)的思想政治教育實(shí)踐活動(dòng),是習(xí)近平治國(guó)理政思想的成功運(yùn)用,豐富和發(fā)展了黨的建設(shè)的實(shí)踐理論!叭龂(yán)三實(shí)”專題教育是最現(xiàn)實(shí)、最具時(shí)代特色的思想政治教育活動(dòng),是思想政治教育研究的重大時(shí)代課題!叭龂(yán)三實(shí)”專題教育研究,能夠?yàn)榻窈蟮狞h性黨風(fēng)教育活動(dòng)提供參考,也拓寬了思想政治教育學(xué)的研究領(lǐng)域。“三嚴(yán)三實(shí)”專題教育,是新的歷史時(shí)期中國(guó)共產(chǎn)黨針對(duì)領(lǐng)導(dǎo)干部開展的思想政治教育實(shí)踐活動(dòng)。本研究遵循思想政治教育的研究理路,以馬克思主義基本原理為指導(dǎo)和理論基礎(chǔ),從思想政治教育學(xué)的視閾,運(yùn)用思想政治教育基本原理和中國(guó)共產(chǎn)黨干部教育思想,以豐富的教育實(shí)踐素材為實(shí)證依據(jù),以辨識(shí)和揭示教育活動(dòng)要解決的基本矛盾為邏輯起點(diǎn)和基本線索,對(duì)“三嚴(yán)三實(shí)”專題教育活動(dòng)的過程進(jìn)行了較為系統(tǒng)的考察;在此基礎(chǔ)上,提煉出專題教育的基本內(nèi)容,概括了專題教育遵循的基本原則和方式方法,初步探討了專題教育過程的具體規(guī)律,總結(jié)了專題教育的基本經(jīng)驗(yàn)和存在的主要問題。同時(shí),通過三個(gè)層面的典型案例介紹,既提供了實(shí)證依據(jù),也豐富了研究層次。本研究還探討了專題教育的組織與評(píng)價(jià)問題。本研究共分為四個(gè)部分:第一部分為第一章緒論,主要闡述本文的選題依據(jù)、研究綜述和研究方案,詳細(xì)陳述選題緣由、選題目的、研究意義、目標(biāo)、方法、思路及創(chuàng)新之處,同時(shí)對(duì)國(guó)內(nèi)外相關(guān)文獻(xiàn)進(jìn)行了綜述。第二部分為第二章,主要闡述“三嚴(yán)三實(shí)”專題教育研究的理論依據(jù)和“三嚴(yán)三實(shí)”的傳統(tǒng)官德思想來源,內(nèi)容包括馬克思主義哲學(xué)原理、馬克思恩格斯關(guān)于無(wú)產(chǎn)階級(jí)政黨的建設(shè)理論、中國(guó)共產(chǎn)黨干部教育思想、思想政治教育學(xué)相關(guān)原理、“三嚴(yán)三實(shí)”的傳統(tǒng)官德思想來源等。第三部分為第三章、第四章、第五章,主要包括“三嚴(yán)三實(shí)”專題教育的基本矛盾及衍生的其他矛盾分析,專題教育過程的考察,專題教育的主要內(nèi)容、基本原則、基本方法、具體方法和“三嚴(yán)三實(shí)”專題教育活動(dòng)的組織和評(píng)價(jià)。作為本研究的重點(diǎn),第三部分通過對(duì)“三嚴(yán)三實(shí)”專題教育文獻(xiàn)、案例等實(shí)證材料的分析和對(duì)教育過程的全程關(guān)注考察,歸納了“不嚴(yán)不實(shí)”問題的主要表現(xiàn)及其產(chǎn)生原因;運(yùn)用思想政治教育學(xué)原理,辨析和揭示了“三嚴(yán)三實(shí)”專題教育的基本矛盾——理想信念堅(jiān)定的中國(guó)共產(chǎn)黨同當(dāng)前部分領(lǐng)導(dǎo)干部理想信念動(dòng)搖之間的矛盾;由基本矛盾衍生的其他矛盾——宗旨崇高的政黨與宗旨意識(shí)淡薄的矛盾、紀(jì)律嚴(yán)明的政黨與紀(jì)律觀念缺失的矛盾、為民謀利的政黨與政績(jī)觀偏頗的矛盾;概括了解決基本矛盾和其他衍生矛盾的教育內(nèi)容——理想信念和道德教育、權(quán)力觀和宗旨觀教育、法制觀和紀(jì)律觀教育、政績(jī)觀和使命觀教育、忠誠(chéng)觀和信義觀教育;闡述和揭示了解決基本矛盾和其他衍生矛盾的具體規(guī)律——即Qg修他律同一律、知行合一律、同向作用律。第四部分為第六章,是“三嚴(yán)三實(shí)”專題教育的總結(jié)部分,即基本經(jīng)驗(yàn)和存在的主要問題。該部分通過對(duì)“三嚴(yán)三實(shí)”專題教育活動(dòng)的考察以及對(duì)實(shí)證案例材料的梳理分析,對(duì)教育實(shí)踐活動(dòng)進(jìn)行了系統(tǒng)總結(jié),歸納概括了“三嚴(yán)三實(shí)”專題教育活動(dòng)的基本經(jīng)驗(yàn)和存在的主要問題。
