中國電力企業(yè)在巴基斯坦的投資機遇及風(fēng)險評估研究

巴基斯坦存在嚴重的電力短缺現(xiàn)象,尤其在2011-12年期間達到了最嚴重的狀態(tài),導(dǎo)致全國范圍的電力中斷,通常每天持續(xù)10-16小時,造成數(shù)十億盧比的經(jīng)濟損失。許多行業(yè)被迫關(guān)閉,而有些則轉(zhuǎn)移到其他國家以彌補損失。巴基斯坦的出口下降,而進口激增,導(dǎo)致了許多問題,其中就包括電力部門的循環(huán)債務(wù)和投資者信心的喪失。這場電力危機本身也是外國公司,尤其是中國公司進入巴基斯坦市場和投資電力行業(yè)的機會。巴基斯坦是“一帶一路”倡議的重要市場,中國已在“中巴經(jīng)濟走廊”的各個領(lǐng)域投資620億美元。中國電力行業(yè)企業(yè)的投資機會主要集中在資源潛力(煤炭、天然氣、水力發(fā)電和可再生能源)上,這主要是因為現(xiàn)有項目由外國投資者提供資金,且資源充足。消費者數(shù)量的逐年增加、需求的不斷增長、輸配電項目的投資以及總承包公司的投資,也為愿意采取各種投資途徑的外國投資者提供了機會,例如,綠地投資、并購和戰(zhàn)略伙伴關(guān)系。由于最近幾次民主政權(quán)更迭以及法律和秩序狀況的改善,許多組織已經(jīng)改善了對巴基斯坦的風(fēng)險評估。宏觀層面的分析確定了外國投資者面臨的各種風(fēng)險因素,同時也討論了一些挑戰(zhàn)。為了盡快改善經(jīng)濟和電力部門的狀況,巴基斯坦政府新增了幾個火力發(fā)...
