【摘要】：2015年,中共中央、國(guó)務(wù)院連續(xù)出臺(tái)進(jìn)一步深化電力體制改革、推進(jìn)價(jià)格機(jī)制改革和"十三五"規(guī)劃建議三個(gè)綱領(lǐng)性文件,陜西省在深入學(xué)習(xí)領(lǐng)會(huì)文件精神的基礎(chǔ)上,把握新一輪電力價(jià)格改革的大方向,探索建立"規(guī)則清晰、水平合理、監(jiān)管有力、科學(xué)透明"的獨(dú)立輸配電價(jià)體系,通過(guò)調(diào)整利益主體,平衡國(guó)家和地方電網(wǎng)的利益訴求,化解新老體制轉(zhuǎn)換過(guò)程中的利益矛盾沖突,努力促進(jìn)電網(wǎng)改進(jìn)管理、提高企業(yè)經(jīng)營(yíng)效率、增強(qiáng)市場(chǎng)競(jìng)爭(zhēng)能力和降低電價(jià)改革成本、減少電價(jià)改革阻力和改革風(fēng)險(xiǎn)。
[Abstract]:In 2015, the CPC Central Committee and the State Council continuously issued three programmatic documents, namely, further deepening the reform of the power system, advancing the reform of the price mechanism and the recommendations of the 13th five-year Plan. Shaanxi Province, on the basis of in-depth study of the spirit of the document, To grasp the general direction of the new round of power price reform, we will explore and establish an independent transmission and distribution electricity price system with "clear rules, reasonable levels, strong supervision and scientific transparency," so as to balance the interests of national and local power grids by adjusting the main interests. In order to reduce the resistance and risk of electricity price reform, we should resolve the conflicts of interest in the process of transforming the new and old system, promote the improvement of power grid management, improve the management efficiency of enterprises, enhance the competitive ability of the market and reduce the cost of electricity price reform.
