【摘要】：針對(duì)多因素下多種備用資源的優(yōu)化配置問(wèn)題,提出基于外部成本內(nèi)置法的備用市場(chǎng)競(jìng)價(jià)模型。以需求響應(yīng)為機(jī)會(huì)成本,同時(shí)考慮容量事故的不確定性,采用風(fēng)險(xiǎn)管理方法建立發(fā)電側(cè)備用需求曲線,實(shí)現(xiàn)需求側(cè)與發(fā)電側(cè)兩類(lèi)備用資源的協(xié)調(diào)。量化分析發(fā)電側(cè)備用可靠性與碳排放因素的邊際外部成本,并將該成本內(nèi)置到發(fā)電側(cè)備用的內(nèi)部成本報(bào)價(jià)中,以所得邊際綜合成本作為競(jìng)價(jià)依據(jù),進(jìn)一步實(shí)現(xiàn)了發(fā)電側(cè)備用資源的內(nèi)部協(xié)調(diào)。最后,通過(guò)供需理論得到備用最優(yōu)點(diǎn)。算例仿真結(jié)果證明所提方法能夠從社會(huì)角度實(shí)現(xiàn)備用資源的優(yōu)化配置,具有可靠性與碳減排激勵(lì)作用。
[Abstract]:In order to solve the problem of optimal allocation of multi-reserve resources under multi-factors, a reserve market bidding model based on external cost built-in method is proposed. Taking the demand response as the opportunity cost and considering the uncertainty of the capacity accident, the risk management method is used to set up the standby demand curve of the generation side, which can coordinate the two kinds of reserve resources on the demand side and the generation side. The marginal external cost of reserve reliability and carbon emission factors of generator side is quantitatively analyzed, and the cost is built into the internal cost quotation of generation side reserve, and the marginal comprehensive cost is used as the basis of bidding. Furthermore, the internal coordination of the reserve resources on the power generation side is realized. Finally, through the theory of supply and demand to obtain the best standby. The simulation results show that the proposed method can realize the optimal allocation of reserve resources from the social point of view, and has the function of reliability and carbon abatement incentive.
