石油技術(shù)服務(wù)企業(yè)員工援助計劃實施評價及完善對策

【摘要】:石油技術(shù)服務(wù)企業(yè)是我國石油工業(yè)的重要組成部分,在油田的勘探開發(fā)與生產(chǎn)過程中起到了非常重要的作用。此類企業(yè)主要負(fù)責(zé)鉆井、測井、錄井、井下作業(yè)等業(yè)務(wù),工作一般具有工期長、風(fēng)險高、野外活動頻繁、遷移范圍廣、工程任務(wù)壓力大、工作節(jié)奏緊張、長期背井離鄉(xiāng)以及生活環(huán)境單調(diào)等特點,員工承受的工作壓力、家庭責(zé)任和社會責(zé)任較大,這在很大程度上影響到員工的心理健康狀況,并可能導(dǎo)致他們情緒異常,從而影響生產(chǎn)效率,損害企業(yè)的長期競爭力。因此,如何通過加強(qiáng)員工的心理健康管理,搭建組織與員工共同成長的雙贏平臺,從而確保員工“健康、幸福、高效”的工作與生活,提升組織的人力資本收益,實現(xiàn)可持續(xù)發(fā)展已成為石油技術(shù)服務(wù)企業(yè)人力資源管理的一個重要課題。員工援助計劃(E A P)起源于美國,是企業(yè)和社會組織專門為員工開展的一項系統(tǒng)的福利援助計劃,是當(dāng)今處理員工壓力管理、情緒管理和心理危機(jī)干預(yù)行之有效的方法之一。本文在分析國內(nèi)外相關(guān)研究成果的基礎(chǔ)上,對石油技術(shù)服務(wù)企業(yè)員工援助計劃的實施及評價問題作進(jìn)一步的探索,為石油技術(shù)服務(wù)企業(yè)增強(qiáng)員工援助計劃實施的針對性和有效性提供參考依據(jù),同時為其它已經(jīng)或即將實施的員工援助計劃項目評價提供理論參考。本文首先回顧和梳理了國內(nèi)外員工援助計劃的研究現(xiàn)狀和相關(guān)基本理論,介紹了有代表性的理論觀點,為開展研究夯實了理論基礎(chǔ);在分析了石油技術(shù)服務(wù)企業(yè)的行業(yè)特點、員工壓力狀況和實施員工援助計劃的有利條件后,介紹了其員工援助計劃實施的現(xiàn)狀,從五個方面指出了員工援助計劃在認(rèn)知、技術(shù)、質(zhì)量、機(jī)制及效果評價等方面存在的問題;在前文對石油技術(shù)服務(wù)企業(yè)員工援助計劃實施現(xiàn)狀及問題分析的基礎(chǔ)上,針對員工援助計劃實施效果評價體系不健全和評價指標(biāo)較難核算的問題,構(gòu)建了綜合評價指標(biāo)體系,說明了指標(biāo)計算方法,借助心理學(xué)量表測試的方法,解決了一些指標(biāo)較難量化的問題,以模糊綜合評價法和層次分析法進(jìn)行了量化評價與實證分析,評價結(jié)果也從微觀驗證了石油技術(shù)服務(wù)企業(yè)員工援助計劃存在的問題;在前文論述與評價的基礎(chǔ)上,從加大宣傳與支持力度、提高服務(wù)的專業(yè)化水平、建立長效機(jī)制和保證實施效果評價的客觀與準(zhǔn)確四個方面對石油技術(shù)服務(wù)企業(yè)員工援助計劃的完善提出了對策。最后,總結(jié)提煉了全文觀點。
[Abstract]:Petroleum technology service enterprise is an important part of petroleum industry in China and plays a very important role in the exploration and production of oil fields. This kind of enterprise is mainly responsible for drilling, logging, downhole operation and other operations. The work is generally characterized by long construction period, high risk, frequent field activities, wide migration scope, high engineering task pressure and tight work rhythm. The characteristics of long-term displacement and monotonous living environment, such as the work pressure, family responsibility and social responsibility of employees, to a large extent, affect the mental health of employees, and may lead to their emotional abnormalities. Thus affecting production efficiency, damage to the long-term competitiveness of enterprises. Therefore, how to strengthen the management of employees' mental health, build a win-win platform for organizations and employees to grow together, so as to ensure employees'"healthy, happy and efficient" work and life, and enhance the human capital income of the organization. The realization of sustainable development has become an important subject of human resource management in petroleum technology service enterprises. The employee Assistance Program (E A P), which originated in the United States, is a systematic welfare assistance program developed by enterprises and social organizations for employees. It is now dealing with employee stress management. One of the effective methods of emotional management and psychological crisis intervention. Based on the analysis of related research results at home and abroad, this paper makes a further exploration on the implementation and evaluation of employee assistance plan in petroleum technology service enterprises. It provides reference basis for petroleum technical service enterprises to enhance the pertinence and effectiveness of employee assistance plan implementation, and also provides theoretical reference for the evaluation of other employee assistance plan projects that have been or will soon be implemented. Firstly, this paper reviews and combs the research status quo and related basic theories of employee assistance plan at home and abroad, introduces the representative theoretical viewpoints, and lays a solid theoretical foundation for carrying out the research. After analyzing the characteristics of petroleum technology service enterprises, the situation of employee pressure and the favorable conditions of implementing employee assistance plan, this paper introduces the present situation of implementation of employee assistance plan, and points out the cognition and technology of employee assistance plan from five aspects. Problems in quality, mechanism and effect evaluation; Based on the analysis of the present situation and problems of the implementation of employee assistance plan in petroleum technical service enterprises, a comprehensive evaluation index system is constructed to solve the problems of imperfect evaluation system of employee assistance plan implementation and difficult accounting of evaluation index. This paper explains the method of index calculation, solves the problem of some indexes difficult to quantify by means of psychological scale test, and makes quantitative evaluation and empirical analysis by fuzzy comprehensive evaluation and analytic hierarchy process. The evaluation results also verify the existing problems in the employee assistance plan of petroleum technology service enterprises. On the basis of the previous discussion and evaluation, we should increase publicity and support to improve the professional level of service. Four aspects of establishing long-term effect mechanism and ensuring the objective and accurate evaluation of implementation effect put forward countermeasures to improve the employee assistance plan of petroleum technology service enterprises. At last, the thesis summarizes and abstracts the full text viewpoint.
