【摘要】：隨著我國風電快速迅猛發(fā)展,給運維服務業(yè)帶來了巨大的市場機遇。按照國家能源局規(guī)劃,預計到2020年底,我國擬核準的風電項目裝機容量將達到1.5億千瓦,這個數(shù)字意味著將帶來大概10萬臺風機容量的運維服務市場需求。中國風能協(xié)會預計未來八年,風電運維服務市場的總量將在千億元以上。眾多公司正在籌建或者已經(jīng)成立了獨立的第三方運維服務公司,以便能夠在風電運維服務業(yè)取得一席之位。目前我國風電運維服務業(yè)有三種模式,即開發(fā)商自主運維、委托制造商運維和獨立第三方運維,風電場業(yè)主將選擇何種運維模式,各種模式都有自己的機會和理由。我國風電已經(jīng)取得了規(guī)模化的發(fā)展,隨著風電場電力設備使用時間的增長,風電設備也將大面積的進入質(zhì)保期外的運維服務,加之風電場業(yè)主對專業(yè)運維服務的價值逐漸認可以及對運維服務觀念的轉(zhuǎn)變,獨立第三方運維服務公司會有增長的機遇。對我國風電規(guī)模發(fā)展后運維服務業(yè)的機會與對策研究,對于提高我國風電規(guī)模發(fā)展后運維服務業(yè)的發(fā)展水平,規(guī)范我國風電運維服務業(yè)有著重要的意義,同時這也為我國風電運維服務業(yè)的快速、有效的發(fā)展起到推波助瀾的作用。文章采用文獻分析法、數(shù)據(jù)統(tǒng)計法、SW0T分析法、案例分析法、訪談、現(xiàn)場調(diào)研等研究方法,經(jīng)過查閱國內(nèi)外文獻資料,對國內(nèi)外風電規(guī)模發(fā)展后運維服務業(yè)的現(xiàn)狀進行介紹,明確風電規(guī)模發(fā)展后運維服務業(yè)進行研究的必要性和現(xiàn)實意義,對運維服務業(yè)的三種運維模式：開發(fā)商自主運維、委托制造商運維、獨立的第三方運維重點進行SWOT分析,得到組合戰(zhàn)略,并通過案例分析,驗證獨立第三方運維公司面對風電規(guī)模發(fā)展后的運維服務市場的措施和策略。通過研究得出,我國風電規(guī)模發(fā)展后運維服務市場需求量巨大,獨立的第三方運維公司要想有占得市場先機,取決于能否制定出一套長期的風機維護方法和多套適應現(xiàn)代化風場管理的運維模式贏得風場業(yè)主的信任,在分析外部市場環(huán)境、自身產(chǎn)業(yè)環(huán)境、未來的風險等因素的基礎上,克服我國風電運維服務業(yè)發(fā)展中遇到的實際問題,使我國風電規(guī)模發(fā)展后運維服務業(yè)得到長期的可持續(xù)性發(fā)展。
[Abstract]:With the rapid development of wind power in China, the operation and maintenance service industry has brought huge market opportunities. According to the plan of the State Energy Administration, it is expected that the installed capacity of wind power projects to be approved in China will reach 150 million kilowatts by the end of 2020, which means that the market demand for operational and maintenance services will be about 100000 typhoon capacity. The China Wind Energy Association estimates that the total market for wind power operations and maintenance services will exceed 100 billion yuan over the next eight years. A number of companies are planning or have set up independent third party operations and maintenance companies to be able to gain a seat in wind power operations and maintenance services. At present, there are three modes of wind power operation and maintenance service in our country, that is, the independent operation and maintenance of the developer, the manufacturer and the independent third party. The owner of the wind farm will choose what kind of operation and maintenance mode, and all the models have their own opportunities and reasons. Wind power in China has been developed on a large scale. With the increase of the use time of wind farm power equipment, wind power equipment will also enter the operation and maintenance service outside the quality guarantee period in a large area. In addition, the owners of wind farm gradually recognize the value of professional operation and maintenance services and change the concept of operation and maintenance services, independent third-party operations and maintenance service companies will have an opportunity to grow. The research on the opportunities and countermeasures of wind power scale development and maintenance service industry in China is of great significance for improving the development level of wind power scale development operation and maintenance service industry in China and standardizing the wind power operation and maintenance service industry in China. At the same time, this also contributes to the rapid and effective development of wind power operation and maintenance services in China. This paper adopts the methods of literature analysis, data statistics, SW0T analysis, case analysis, interview, field investigation and other research methods, and introduces the current situation of operation and maintenance service industry after the development of wind power scale at home and abroad. The necessity and practical significance of the research on the operation and maintenance service industry after the development of wind power scale are made clear, and the three operation and maintenance modes of the operation and maintenance service industry are analyzed by SWOT, such as independent operation and maintenance by the developer, commissioning by the manufacturer, and the operation and maintenance of the independent third party. The combined strategy is obtained, and through the case study, the measures and strategies of independent third party operation and maintenance company facing the market of operation and maintenance service after wind power scale development are verified. Through the research, after the development of wind power scale, there is a huge demand for the operation and maintenance service market in China, and the independent third party operation and maintenance companies want to have the first chance in the market. It depends on whether we can develop a long-term fan maintenance method and multiple operational and maintenance models suitable for modern wind field management to win the trust of wind field owners. On the basis of analyzing the external market environment, their own industrial environment, future risks and other factors, In order to overcome the practical problems encountered in the development of wind power operation and maintenance service industry in China, the operation and maintenance service industry will get long-term sustainable development after the development of wind power scale.
