基于IOWA算子的自主式電力發(fā)展水平綜合評價

【摘要】:為客觀反映不同地區(qū)的電力發(fā)展水平和特點,對地區(qū)電力發(fā)展水平進行綜合量化評估,有必要建立準確、全面地反映地區(qū)電力發(fā)展總體水平的評價體系。提出了一種基于客觀自主式綜合評價的電力發(fā)展水平評價方法,構(gòu)建了包含6個二級指標、31個三級指標的通用而完整的電力發(fā)展水平評價指標體系,從多個角度對電力發(fā)展進行了描述,利用基于IOWA算子的客觀自主式評價方法,建立了電力發(fā)展水平評價的線性加權(quán)模型,以中國典型省份的電力發(fā)展水平為實例進行了算例分析,驗證了其指標體系和所提方法的有效性。
[Abstract]:In order to objectively reflect the level and characteristics of electric power development in different regions, it is necessary to establish an accurate and comprehensive evaluation system for the overall level of regional electric power development. In this paper, an evaluation method of electric power development level based on objective independent comprehensive evaluation is put forward, and a general and complete evaluation index system of electric power development level is constructed, which includes 6 secondary indexes and 31 third grade indexes. This paper describes the development of electric power from many angles and establishes a linear weighted model for evaluating the level of power development by using the objective autonomous evaluation method based on IOWA operator. Taking the power development level of typical provinces in China as an example, the effectiveness of the index system and the proposed method is verified.
