基于卓越模式的煤礦安全績效指標(biāo)體系研究
[Abstract]:Safety performance is an important part of enterprise production and operation performance. It is the result of enterprise safety work and reflects the ability of enterprise to control accident risk. In recent years, the research on how to improve the safety performance of enterprises has gradually become a hot topic, mainly including two aspects: the determination of safety performance indicators and the selection of safety performance evaluation methods. Scholars at home and abroad have carried out a lot of research, but in the definition, safety performance indicators system, research methods and other aspects have not formed a broad consensus. And the traditional safety performance index system is the lag index to express the result, and the index system is not advanced enough. Therefore, this paper introduces the excellent performance management model, which is recognized as the advanced management method of the world class successful enterprises, and constructs the safety performance management model and the corresponding index system by referring to the advanced management thought of the model. Firstly, this paper analyzes the advantages of the excellent performance model, defines its applicability to the safety performance management, and constructs the safety performance management model based on the advanced management thought of the excellent performance model. The model includes seven categories: leadership, security strategy planning, enterprise development and social needs, audit, analysis and improvement, producers, safety process management, safety results. The model contains two small PDCA cycles and one large PDCA, emphasizing process management and continuous improvement. According to the safety performance management model and the research on safety performance index system of domestic and foreign scholars, combined with the characteristics of coal mine safety production in China, a coal mine safety performance index system based on superior model is established. The index system includes 6 first-class indexes, 16 second-level indexes and 55 third-level indexes. The construction of the index system follows the principles of science and rationality, and can play a guiding role in improving the safety performance of coal mining enterprises. In the selection of evaluation method of index system, this paper chooses the objective data envelopment analysis method to deal with the index system. This method has natural economic background and can deal with the system with multiple inputs and multiple outputs. There is no need to estimate the parameters in advance, nor to determine the functional expression of the input and output factors in advance. The application of this method is applied to evaluate the safety performance level of W and X coal mines in recent 5 years, and the improvement suggestions and directions for non-DEA effective units are put forward.
