適合需求側主動響應的中國電力市場機制的思考與建議

【摘要】:需求側主動響應的市場機制在我國新一輪電力體制改革中占重要的地位。針對我國如何逐步建立適合需求側主動響應的市場機制,首先分析了需求側主動響應與已推行的需求側管理的區(qū)別,然后探討了市場角度下需求側主動響應的互動模式,包括價格機制、激勵機制以及適用于我國的增值服務補償機制,并提出了利用多維度模糊描述法對需求側的多重屬性進行描述,最后結合國外電力市場實踐經驗,調研了我國電力市場存在的問題,分析了我國適合需求側主動響應的市場機制發(fā)展機遇,并提出了相應的發(fā)展建議。
[Abstract]:The market mechanism of demand-side active response plays an important role in the new round of electric power system reform in China. In view of how to establish a market mechanism suitable for demand-side active response in China, this paper first analyzes the difference between demand-side active response and demand-side management, and then discusses the interactive mode of demand-side active response under the market angle. It includes price mechanism, incentive mechanism and value-added service compensation mechanism suitable for our country, and puts forward a multi-dimensional fuzzy description method to describe the demand-side multi-attribute. Finally, combined with the practical experience of foreign power market. This paper investigates the problems existing in the electric power market of our country, analyzes the opportunities for the development of the market mechanism suitable for the active response of the demand side in China, and puts forward some corresponding suggestions for the development of the market mechanism.
