【摘要】：北洋政府時(shí)期,鹽務(wù)稽核所從其代表的國外利益出發(fā),在中國爭奪資源,并承擔(dān)著抑制中國新產(chǎn)業(yè)發(fā)展的特殊使命。為了保護(hù)英商卜內(nèi)門公司在華利益,鹽務(wù)稽核所制訂《工業(yè)用鹽征稅條例》。近代工業(yè)用鹽免稅與否的爭執(zhí)一定程度上體現(xiàn)了鹽務(wù)署和其轄內(nèi)鹽務(wù)稽核總所之間的立場沖突。永利于工業(yè)用鹽免稅權(quán)夢寐以求,卻求之不得,該公司早期的遭遇成為近代外人遏制中國民族企業(yè)的重要個(gè)案。
[Abstract]:During the period of Beiyang government, the Salt Audit Institute fought for resources in China for its foreign interests and undertook the special mission of restraining the development of China's new industries. In order to protect the interests of BNM in China, the Salt Audit Institute formulated the Industrial Salt Taxation Ordinance. The dispute about the exemption of salt from duty in modern industry reflects to some extent the conflict of position between the Salt Administration and the General Salt Audit Office under its jurisdiction. The company's early encounter has become an important case of the Chinese national enterprises in the modern times, because of the long dream of the right to exempt industry from using salt, but the yearning for the pursuit of the right.
