【摘要】：由于WTO稀土案敗訴,我國稀土行業(yè)迫切需要實現(xiàn)產(chǎn)業(yè)升級,引導稀土產(chǎn)業(yè)鏈由資源開采的前端領域向研發(fā)高端應用產(chǎn)品的后端跨越,在此過程中,追逐利潤使行業(yè)效率最大化是核心驅(qū)動力。為了找出一條提升稀土行業(yè)效率的具體路徑,保證行業(yè)順利開展產(chǎn)業(yè)升級,本文建立DEA模型,從產(chǎn)業(yè)鏈視角研究稀土行業(yè)前端企業(yè)與后端企業(yè)2007~2013年的效率,考察國有股權比例對效率的影響,并對投入指標做了投影分析,考察2013年稀土企業(yè)資源投入的冗余程度。結果表明,稀土行業(yè)純技術效率普遍偏低,后端效率的變動受前端不穩(wěn)定發(fā)展的影響較大;國有股權高度集中的企業(yè)效率優(yōu)勢更加明顯;目前大部分稀土企業(yè)的資產(chǎn)投入浪費嚴重。針對研究結果,提出幾點建議:一是必須在稀土產(chǎn)品研發(fā)的關鍵創(chuàng)新領域加大投入,加大對后端技術投入強度時應同時提高技術投入的效用;二是有計劃地將國有股權注入產(chǎn)業(yè)鏈后端,引導國有企業(yè)在后端形成產(chǎn)業(yè)龍頭;三是對行業(yè)的資產(chǎn)投入規(guī)模進行適量的縮減,尤其減少低端產(chǎn)品的固定資產(chǎn)投入比例和企業(yè)的負債比例。
[Abstract]:Because of the defeat of WTO rare earth case, China's rare earth industry urgently needs to realize industrial upgrading, leading the rare earth industry chain to leap from the front end of resource exploitation to the rear end of developing high-end application products. The pursuit of profit maximizes the efficiency of the industry is the core driving force. In order to find out a specific way to improve the efficiency of rare earth industry and ensure the industry to upgrade smoothly, this paper establishes a DEA model to study the efficiency of front-end and back-end enterprises in rare earth industry from 2007 to 2013 from the perspective of industry chain. This paper investigates the effect of the proportion of state-owned equity on the efficiency, and makes projection analysis on the input index to investigate the redundancy of the resource input of rare earth enterprises in 2013. The results show that the pure technical efficiency of rare earth industry is generally low, the change of back-end efficiency is greatly affected by the unstable development of front-end, and the efficiency advantage of enterprises with high concentration of state-owned equity is more obvious. At present, most rare earth enterprises' assets are wasted seriously. In view of the research results, some suggestions are put forward: first, we must increase the investment in the key innovation field of rare earth product research and development, and increase the utility of the technical input when increasing the intensity of the backend technology input; The second is to systematically inject state-owned equity into the back end of the industrial chain to guide state-owned enterprises to form the industrial leader in the back-end; and third, to reduce the investment scale of the industry's assets in a moderate amount. In particular, reduce the proportion of low-end products investment in fixed assets and corporate debt ratio.
