【摘要】：新形勢(shì)下國(guó)內(nèi)化石能源市場(chǎng)正處于"需求強(qiáng)度減弱期、過剩產(chǎn)能消化期、環(huán)境制約強(qiáng)化期"的"三期"疊加階段,同時(shí)可再生能源有效供給量不足。能源供給側(cè)結(jié)構(gòu)性改革對(duì)減少煤炭使用量,降低二氧化碳排放強(qiáng)度以及節(jié)能減排目標(biāo)的實(shí)現(xiàn)至關(guān)重要。本文適應(yīng)當(dāng)前經(jīng)濟(jì)發(fā)展新常態(tài)的訴求,以應(yīng)對(duì)氣候變化和霧霾治理為背景,厘清能源供給側(cè)結(jié)構(gòu)性改革內(nèi)涵,提煉新常態(tài)下能源供給側(cè)結(jié)構(gòu)性改革的原則和目標(biāo),并從管理體制、技術(shù)創(chuàng)新和政策保障三個(gè)層面提出推動(dòng)能源供給側(cè)結(jié)構(gòu)性改革建議。
[Abstract]:In the new situation, the domestic fossil energy market is in the "three phases" superposition stage of "demand intensity weakening, excess capacity digestion period, environment restriction strengthening period", and the effective supply of renewable energy is insufficient at the same time. Structural reforms on the supply side of energy are crucial to reducing coal use, reducing carbon dioxide emissions and achieving energy conservation and emission reduction targets. This paper adapts to the demands of the new normal in the current economic development, taking the climate change and haze governance as the background, clarifies the connotation of the energy supply-side structural reform, and refines the principles and objectives of the energy supply-side structural reform under the new normal. And put forward the suggestions of promoting the structural reform of energy supply side from three aspects of management system, technological innovation and policy guarantee.
