【摘要】：浙江縣域工業(yè)大而不強(qiáng),以傳統(tǒng)勞動(dòng)密集型產(chǎn)業(yè)為主,存在層次低、附加值少、品牌少、創(chuàng)新弱等問題,正面臨著資源環(huán)境約束凸顯、要素成本上升、內(nèi)外需求下滑等嚴(yán)峻的發(fā)展形勢(shì),實(shí)施創(chuàng)強(qiáng)戰(zhàn)略,實(shí)現(xiàn)轉(zhuǎn)型升級(jí)迫在眉睫。在綜合分析縣域工業(yè)發(fā)展水平的基礎(chǔ)上,明確“工業(yè)創(chuàng)強(qiáng)”的總體思路,選擇適當(dāng)?shù)穆窂骄哂兄匾默F(xiàn)實(shí)意義。本文以公共戰(zhàn)略管理理論為指導(dǎo),從“工業(yè)創(chuàng)強(qiáng)”的內(nèi)涵要求出發(fā),結(jié)合浙江實(shí)際構(gòu)建縣域工業(yè)綜合發(fā)展水平評(píng)價(jià)指標(biāo)體系,并運(yùn)用其對(duì)浙江縣域“工業(yè)創(chuàng)強(qiáng)”戰(zhàn)略的出發(fā)點(diǎn)一縣域工業(yè)綜合發(fā)展水平進(jìn)行評(píng)價(jià),分析浙江縣域“工業(yè)創(chuàng)強(qiáng)”的必要性和緊迫性,找出需要解決的重點(diǎn)問題。應(yīng)用SWOT法綜合分析浙江實(shí)施縣域“工業(yè)創(chuàng)強(qiáng)”戰(zhàn)略的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和威脅,進(jìn)而提出縣域“工業(yè)創(chuàng)強(qiáng)”的總體目標(biāo)和思路,并應(yīng)用K-Means聚類法,以質(zhì)量效益、自主創(chuàng)新、結(jié)構(gòu)調(diào)整、“兩化”融合、“綠色”發(fā)展五個(gè)一級(jí)指標(biāo)對(duì)浙江縣域工業(yè)進(jìn)行聚類,并根據(jù)不同類型的縣域工業(yè)發(fā)展特征,提出相應(yīng)的“創(chuàng)強(qiáng)戰(zhàn)略”路徑。并以瑞安市為案例分析具體縣域“工業(yè)創(chuàng)強(qiáng)”戰(zhàn)略的舉措和成效,系統(tǒng)評(píng)析其戰(zhàn)略路徑選擇的科學(xué)性。論文分析得出規(guī)上工業(yè)規(guī)模偏小、缺乏優(yōu)勢(shì)主導(dǎo)產(chǎn)業(yè)、企業(yè)自主創(chuàng)新能力低和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整力度還有待加大的結(jié)論,進(jìn)而提出多方面壯大規(guī)模工業(yè)、全力提升產(chǎn)業(yè)層次、發(fā)揮科技驅(qū)動(dòng)作用、加強(qiáng)要素保障工作等建議。
[Abstract]:Zhejiang county area industry is large but not strong, mainly traditional labor-intensive industry, the existence level is low, the value added is little, the brand is few, the innovation is weak and so on, is facing the resources environment restriction prominent, the factor cost rises, etc. Internal and external demand decline and other grim development situation, the implementation of the strategy of strength, transformation and upgrading is imminent. On the basis of comprehensive analysis of the level of industrial development in the county area, it is of great practical significance to make clear the general idea of "creating strength by industry" and to choose the appropriate path. Guided by the theory of public strategic management, this paper, based on the connotation of "industrial strength creation", and combining with the actual situation in Zhejiang Province, constructs an evaluation index system for the level of comprehensive industrial development in the county area. The paper also evaluates the comprehensive development level of county industry, analyzes the necessity and urgency of "industrial creation" in Zhejiang county, and finds out the key problems that need to be solved. This paper comprehensively analyzes the advantages, disadvantages, opportunities and threats of implementing the strategy of "creating strength by industry" in Zhejiang with the method of SWOT, and then puts forward the overall goal and thought of "creating strength by industry" in the county area, and applies the method of K-Means clustering to innovate independently with the quality and benefit. The structure adjustment, the fusion of "two transformation" and the "green" development of five first-level indexes cluster the county industry in Zhejiang Province, and according to the characteristics of different types of county industrial development, the paper puts forward the corresponding path of "creating strong strategy". Taking Ruian city as a case, the paper analyzes the measures and effects of the strategy of "industrial creation" in the specific county area, and systematically analyzes the scientific nature of its strategic path choice. The paper concludes that the industrial scale is small, the dominant industry is lacking, the independent innovation ability of enterprises is low and the adjustment of industrial structure needs to be strengthened. Give play to the role of science and technology drive, strengthen the elements of the work of protection and other suggestions.
