【摘要】：供電企業(yè)作為國(guó)民經(jīng)濟(jì)中舉足輕重的基礎(chǔ)性行業(yè),供電安全關(guān)系到各行各業(yè)和千家萬(wàn)戶(hù)。當(dāng)前,供電企業(yè)改革發(fā)展穩(wěn)定任務(wù)十分艱巨,創(chuàng)新安全理念,夯實(shí)安全基礎(chǔ),消除安全隱患,任務(wù)繁重。危及電網(wǎng)安全的事故時(shí)有發(fā)生,人身傷亡事故未能杜絕,安全工作還不能達(dá)到可控、在控、能控的要求�？傮w來(lái)看,影響和制約供電企業(yè)安全發(fā)展的深層次矛盾和問(wèn)題在短期內(nèi)難以根本解決,新形勢(shì)下又不斷產(chǎn)生新問(wèn)題、新矛盾和新挑戰(zhàn),供電企業(yè)安全形勢(shì)不容樂(lè)觀。本文以系統(tǒng)原理作為安全管理對(duì)策研究的指導(dǎo)原則,針對(duì)供電企業(yè)的安全管理中存在的突出問(wèn)題,從如何構(gòu)建安全管理體系、防控體系、責(zé)任落實(shí)、人員培訓(xùn)、安全文化和應(yīng)急處理等六個(gè)方面制定對(duì)策,夯實(shí)供電公司的安全管理基礎(chǔ)。首先論述了供電企業(yè)安全管理的研究背景、研究思路和方法以及可能的創(chuàng)新點(diǎn),闡述了國(guó)內(nèi)外安全管理的現(xiàn)狀和工作中的不足；其次介紹了安全管理的基本概念和理論,概述了供電企業(yè)安全管理的管理方法,描述了A市電力公司安全管理工作內(nèi)容,針對(duì)A市電力公司安全管理中存在的問(wèn)題,分析了安全管理方面存在的六個(gè)方面問(wèn)題原因。再次,以系統(tǒng)原理為指導(dǎo),對(duì)供電企業(yè)的安全管理內(nèi)容進(jìn)行重新切割和整合,從如何構(gòu)建安全管理體系、防控體系、責(zé)任落實(shí)、人員培訓(xùn)、安全文化和應(yīng)急處理等六個(gè)方面制定對(duì)策,從而達(dá)到夯實(shí)安全管理的目的。最后概括本文研究的主要成果,并指出了本文研究中存在的不足。
[Abstract]:Power supply enterprise is a fundamental industry in the national economy, power supply safety is related to various industries and thousands of households. At present, the task of power supply enterprise reform and development is very arduous, innovation safety concept, tamper safety foundation, eliminate the hidden danger of safety, the task is arduous. Accidents endangering the safety of power grid occur from time to time, personal casualty accidents can not be stopped, and the safety work can not reach the requirements of controllable, in-control and controllability. In general, the deep-seated contradictions and problems that affect and restrict the security development of power supply enterprises are difficult to be solved fundamentally in the short term. Under the new situation, new problems, new contradictions and new challenges are constantly produced, and the safety situation of power supply enterprises is not optimistic. This paper takes the system principle as the guiding principle of the safety management countermeasure research, aiming at the outstanding problems existing in the safety management of the power supply enterprise, from how to construct the safety management system, the prevention and control system, the responsibility implementation, the personnel training, Six aspects of safety culture and emergency management should be formulated to consolidate the safety management foundation of power supply companies. This paper first discusses the research background, research ideas and methods and possible innovation points of safety management in power supply enterprises, expounds the present situation and shortcomings of safety management at home and abroad, and then introduces the basic concepts and theories of safety management. This paper summarizes the management methods of safety management in power supply enterprises, describes the contents of safety management of power companies in A city, and analyzes the six reasons for the safety management problems in safety management of power companies in A city. Thirdly, under the guidance of system principle, the safety management contents of power supply enterprises are cut and integrated again, from how to build safety management system, prevention and control system, responsibility implementation, personnel training, Six aspects of safety culture and emergency management are formulated to achieve the purpose of tamping safety management. Finally, the main results of this study are summarized, and the shortcomings of this study are pointed out.
