【摘要】：開灤集團(tuán)的煤電一體化項目,是穩(wěn)抓國家電力體制改革、河北省支持開灤集團(tuán)整體上市和推進(jìn)企業(yè)戰(zhàn)略轉(zhuǎn)型的重大機(jī)遇,是立足資源比較優(yōu)勢,結(jié)合區(qū)域發(fā)展規(guī)劃,堅持以煤為基礎(chǔ),以熱電聯(lián)供為主題,以企業(yè)內(nèi)部市場和合資建設(shè)工業(yè)園區(qū)為平臺,依托企業(yè)自備電網(wǎng),積極構(gòu)建“煤—熱—電—網(wǎng)—園”發(fā)展新模式,著力提高企業(yè)熱電業(yè)務(wù)發(fā)展水平,助推企業(yè)轉(zhuǎn)型升級。本文運(yùn)用了SWOT模型、波特五力模型工具,采用了文獻(xiàn)分析法、專家訪談法與實證分析法,深入剖析了開灤集團(tuán)煤電一體化建設(shè)的可行性。首先,文章介紹了開灤集團(tuán)發(fā)展煤電一體化戰(zhàn)略的背景、意義、核心概念與相關(guān)理論,系統(tǒng)回顧了國內(nèi)外相關(guān)研究進(jìn)展,表明開灤集團(tuán)當(dāng)前轉(zhuǎn)型發(fā)展,推進(jìn)煤電一體化戰(zhàn)略,是歷史的選擇,論文的課題研究與時俱進(jìn),必要且重要。其次,文章運(yùn)用SWOT模型,探討了熱電業(yè)務(wù)發(fā)展的內(nèi)外部條件,深入分析了開灤煤電一體化戰(zhàn)略發(fā)展所處的外部機(jī)遇、外部挑戰(zhàn)、內(nèi)部優(yōu)勢與內(nèi)部劣勢,綜合分析,機(jī)遇大于挑戰(zhàn),優(yōu)勢大于劣勢。再次,文章闡述了煤電一體化戰(zhàn)略發(fā)展重點(diǎn)任務(wù)。確定要統(tǒng)籌河北省電源發(fā)展趨勢,結(jié)合能源消費(fèi)預(yù)測,重點(diǎn)發(fā)展可行性高的優(yōu)質(zhì)項目,按照前期工作開展情況、規(guī)劃布局、建設(shè)條件、環(huán)保要求等綜合考慮,合理制定開發(fā)建設(shè)時序。最后,論文針對性的提出戰(zhàn)略執(zhí)行中的實施保證措施,從資源、資金、人力、管理等方面闡明開灤集團(tuán)的煤電一體化建設(shè)就像所有的企業(yè)戰(zhàn)略一樣,要居安思危、運(yùn)籌帷幄,才能達(dá)到預(yù)期構(gòu)想。
[Abstract]:The coal and power integration project of the Kailuan Group is a major opportunity to firmly grasp the reform of the national power system, Hebei Province supports the overall listing of the Kailuan Group and promotes the strategic transformation of the enterprises. It is based on comparative advantages of resources and combined with regional development plans. Insisting on coal as the foundation, taking the co-supply of heat and power as the theme, taking the internal market of the enterprise and the joint-venture industrial park as the platform, relying on the enterprise's own power grid, and actively constructing a new development model of "coal-heat-electric-network-park", Focus on improving the level of thermal power business development, and promote the transformation and upgrading of enterprises. In this paper, SWOT model, Porter five-force model, literature analysis, expert interview and empirical analysis are used to deeply analyze the feasibility of coal and power integration construction in Kailuan Group. First of all, the paper introduces the background, significance, core concepts and related theories of Kailuan Group's development of coal-power integration strategy, and systematically reviews the relevant research progress at home and abroad, which indicates that Kailuan Group is currently transforming and developing and promoting coal-power integration strategy. It is the choice of history. The research of this paper is necessary and important. Secondly, using SWOT model, the paper discusses the internal and external conditions of the development of thermal power business, deeply analyzes the external opportunities, external challenges, internal strengths and internal weaknesses of the Kailuan coal-power integration strategy development. Opportunities outweigh challenges, advantages outweigh weaknesses. Thirdly, the paper expounds the key tasks of the strategic development of coal and power integration. To determine that we should plan the development trend of power supply in Hebei Province, combine the energy consumption forecast, focus on the development of high-quality projects with high feasibility, and take into account comprehensive considerations such as the development of pre-work, planning, layout, construction conditions, environmental protection requirements, and so on. Rational formulation of development and construction timing. Finally, the paper puts forward the implementation guarantee measures in the implementation of the strategy. From the aspects of resources, funds, manpower, management and so on, the paper expounds that the integrated construction of coal and power in Kailuan Group is like all enterprise strategies. In order to achieve the desired vision.
