【摘要】：從18世紀(jì)世界上最早的工業(yè)園開始,伴隨著“硅谷”的巨大成功,世界范圍內(nèi)的工業(yè)園區(qū)風(fēng)起云涌,工業(yè)園區(qū)成為經(jīng)濟發(fā)展的“增漲極”得到普遍的認(rèn)可,世界范圍內(nèi)繼硅谷后還出現(xiàn)了非常多的成功案例,創(chuàng)造了驚人的經(jīng)濟效益。隨著我國的改革開放,蛇口工業(yè)園區(qū)成為第一個工業(yè)園區(qū),它得到快速發(fā)展,取得巨大成功。工業(yè)園區(qū)在全國各地遍地開花,各級政府都認(rèn)識到發(fā)展園區(qū)經(jīng)濟成為促進經(jīng)濟社會發(fā)展的重要手段,大力發(fā)展工業(yè)園區(qū)。縱觀我國工業(yè)園區(qū)普遍對政府的依賴性強,政府決定著工業(yè)園區(qū)的建立、建設(shè)和發(fā)展,為園區(qū)提供企業(yè)提供資金、人才、技術(shù)等多方面支持,誠然,政府在園區(qū)最初的建設(shè)中起到統(tǒng)一高效的作用,但是隨著改革的縱深,經(jīng)濟形式的轉(zhuǎn)變,園區(qū)規(guī)模的不斷發(fā)展,很顯然政府在很多方面很大程度上沒有推進反而制約了園區(qū)的發(fā)展,政府的主觀影響了對市場的判斷、造成了無序經(jīng)營、束縛了企業(yè)的創(chuàng)新發(fā)展,工業(yè)園不但沒有更好發(fā)展甚至倒退。本文對國內(nèi)外工業(yè)園發(fā)展及政府引導(dǎo)的文獻進行了梳理,采用案例分析法,理論聯(lián)實際,宏觀與微觀相結(jié)合,以長沙市工業(yè)園區(qū)的發(fā)展為例,對長沙市工業(yè)園區(qū)政府引導(dǎo)的現(xiàn)狀進行分析,分析政府引導(dǎo)采取的措施與模式,總結(jié)政府引導(dǎo)取得的成效。結(jié)合當(dāng)前的實際情況分析政府引導(dǎo)出現(xiàn)的問題及產(chǎn)生問題的原因。借鑒國內(nèi)外先進工業(yè)園區(qū)政府引導(dǎo)的經(jīng)濟,對整個長沙市工業(yè)園區(qū)的發(fā)展提出對策和建議。
[Abstract]:Starting from the earliest industrial parks in the world in the 18th century, with the great success of "Silicon Valley", industrial parks around the world have been widely recognized as "rising poles" of economic development. After Silicon Valley in the world, there have been many successful cases, creating amazing economic benefits. With the reform and opening up in China, Shekou Industrial Park became the first industrial park, which developed rapidly and achieved great success. Industrial parks are blooming all over the country. Governments at all levels realize that the development of industrial parks has become an important means to promote economic and social development, and vigorously develop industrial parks. Throughout China's industrial parks are generally dependent on the government, the government determines the establishment, construction and development of industrial parks, providing enterprises with financing, personnel, technology and other support, it is true. The government played a unified and efficient role in the initial construction of the park, but with the deepening of the reform and the transformation of the economic form, the scale of the park continued to develop. It is very obvious that the government has restricted the development of the park to a great extent instead of pushing it forward in many ways. The subjective influence of the government on the judgment of the market has led to a disorderly operation, which has constrained the innovation and development of the enterprises. Industrial parks not only do not have better development, or even retrogression. In this paper, the development of industrial parks at home and abroad and the literature guided by the government are combed. The case analysis method is used to combine the theory with practice and the combination of macro and micro. The development of Changsha Industrial Park is taken as an example. This paper analyzes the current situation of the government guidance in Changsha Industrial Park, analyzes the measures and models adopted by the government guidance, and summarizes the results achieved by the government guidance. This paper analyzes the problems and the causes of the problems under the guidance of the government according to the actual situation at present. Based on the economic guidance of the advanced industrial parks at home and abroad, the countermeasures and suggestions for the development of the whole Changsha Industrial Park are put forward.
