【摘要】:進(jìn)入21世紀(jì),全球一體化經(jīng)濟(jì)趨勢愈發(fā)明顯。國際資本流通局限逐漸打破,本國保護(hù)政策逐步削弱。伴隨WTO過渡期結(jié)束、關(guān)稅壁壘等進(jìn)出口障礙的日漸掃清,跨國化工制造企業(yè)在中國建廠不短增加,市場競爭異常激烈。與此同時(shí)本土化工制造企業(yè)正經(jīng)歷著改制、減員增效、人員流失、擴(kuò)大生產(chǎn)總值的關(guān)鍵轉(zhuǎn)型期,如何在蓬勃發(fā)展的經(jīng)濟(jì)形勢下,在機(jī)遇和挑戰(zhàn)共存的情況下,突破瓶頸,實(shí)現(xiàn)企業(yè)長期盈利是我國傳統(tǒng)國有企業(yè)亟需思考的重大課題。而人才,作為企業(yè)發(fā)展的動(dòng)力支持,已然成為國內(nèi)化工企業(yè)戰(zhàn)略發(fā)展規(guī)劃的重要組成部分。如何保持企業(yè)優(yōu)秀人才的持續(xù)供給,這對企業(yè)員工培訓(xùn)體系的科學(xué)化、專業(yè)化程度提出了重大考驗(yàn)。構(gòu)建一個(gè)先進(jìn)、有效的培訓(xùn)體系,是企業(yè)人力資源工作者需要解決的首要問題。本文通過考察天原化工公司的經(jīng)營發(fā)展?fàn)顩r和企業(yè)戰(zhàn)略發(fā)展目標(biāo),參照現(xiàn)有人力資源結(jié)構(gòu),運(yùn)用人力資源版塊培訓(xùn)理論的相關(guān)知識,采取文獻(xiàn)分析、問卷調(diào)查等方式對現(xiàn)有員工培訓(xùn)體系存在問題進(jìn)行診斷分析。診斷結(jié)果表明企業(yè)重視程度、培訓(xùn)體系專業(yè)化程度、培訓(xùn)體系流程完善性、課程設(shè)計(jì)、體系把控評估等都是天原公司目前培訓(xùn)現(xiàn)狀中凸顯的問題。針對診斷結(jié)果,本文在借鑒國際先進(jìn)培訓(xùn)經(jīng)驗(yàn)的基礎(chǔ)上,從設(shè)計(jì)目標(biāo)、改建策略、反饋評估、保障體系等方面對公司現(xiàn)有培訓(xùn)體系實(shí)行優(yōu)化設(shè)計(jì)。此次培訓(xùn)體系的優(yōu)化設(shè)計(jì),解決了企業(yè)現(xiàn)有培訓(xùn)難題,以公司戰(zhàn)略發(fā)展規(guī)劃為指導(dǎo),以提升人才綜合素質(zhì)為目標(biāo),以構(gòu)建科學(xué)有效完善的培訓(xùn)體系為根本,夯實(shí)企業(yè)人力資源戰(zhàn)略儲(chǔ)備。對天原公司人力資源素質(zhì)全面提升、企業(yè)競爭力有著深遠(yuǎn)意義。
[Abstract]:Entering the 21 st century, the trend of global integration economy becomes more and more obvious. The limitation of international capital circulation is gradually broken, and the national protection policy is gradually weakened. With the end of the transition period of WTO, the barriers of import and export, such as tariff barriers, have been cleared up day by day, and the number of multinational chemical manufacturing enterprises has not been short of increasing in China, and the market competition is extremely fierce. At the same time, the local chemical manufacturing enterprises are undergoing a key transition period of restructuring, reducing staff and increasing efficiency, staff loss, and expanding the gross domestic product. How to break through the bottleneck in the booming economic situation, under the coexistence of opportunities and challenges, To realize long-term profit is an important task for traditional state-owned enterprises in our country. Talent, as the motive force of enterprise development, has become an important part of the strategic development planning of domestic chemical enterprises. How to maintain the continuous supply of excellent talents in enterprises has put forward a great test to the scientific and specialized degree of the training system of enterprise employees. Constructing an advanced and effective training system is the most important problem that human resource workers need to solve. Based on the investigation of Tianyuan Chemical Company's management and development status and enterprise strategic development goal, referring to the existing human resource structure, using the relevant knowledge of human resource training theory, this paper adopts literature analysis. The existing problems of staff training system are diagnosed and analyzed by questionnaire survey. The diagnostic results show that the degree of enterprise attention, the degree of specialization of training system, the perfection of training system process, the curriculum design and the evaluation of system control are all the outstanding problems in the present training situation of Tianyuan Company. Based on the international advanced training experience, this paper optimizes the design of the company's existing training system from the aspects of design objectives, reconstruction strategies, feedback evaluation, security system and so on. The optimization design of the training system solves the existing training problems of enterprises, takes the strategic development plan of the company as the guidance, takes the promotion of the comprehensive quality of talents as the goal, and takes the construction of a scientific and effective training system as the foundation. Tamp the strategic reserve of enterprise human resources. The human resource quality of Tianyuan Company has been comprehensively improved, and the competitiveness of enterprises has far-reaching significance.
