【摘要】：隨著我國的各行各業(yè)對于應(yīng)急管理能力建設(shè)能力的提升的重視程度不斷加深,作為高危行業(yè),石化行業(yè)越來越的的企業(yè)對于應(yīng)急管理能力建設(shè)的力度也在不斷加強,以在最大程度上減少突發(fā)事件的發(fā)生所帶來的損失。石化企業(yè)突發(fā)事件應(yīng)急管理能力評價在石化企業(yè)應(yīng)急管理能力建設(shè)中屬于非常重要的組成部分,因此具有十分重要的研究價值。目前來看,對于石化企業(yè)突發(fā)事件應(yīng)急管理能力評價的研究還未形成一個完整的體系,而且現(xiàn)有的研究基本上采取的都是層次分析法和模糊綜合評價法相結(jié)合的方法,主觀性較強,并且計算起來較麻煩。本文將結(jié)構(gòu)方程模型和綜合評價法相結(jié)合后對石化企業(yè)突發(fā)事件應(yīng)急管理能力進行了評價,以達到為石化企業(yè)突發(fā)事件應(yīng)急管理能力的評價提供一種新的方法。本文對石化企業(yè)生產(chǎn)及事故特點和石化企業(yè)應(yīng)急能力進行了詳細的剖析,構(gòu)建了石化企業(yè)生產(chǎn)事故應(yīng)急管理能力評價指標體系。在實證研究部分,根據(jù)構(gòu)建的評價指標體系設(shè)計問卷,結(jié)合收集來的數(shù)據(jù),運用結(jié)構(gòu)方程模型的方法確定了各指標的權(quán)重。然后采用綜合評價法對大慶煉化公司的應(yīng)急管理能力進行了綜合評價,并對該企業(yè)持續(xù)改進應(yīng)急管理能力建設(shè)提出了一定的建議。本研究是對石化企業(yè)應(yīng)急管理能力進行的一種嘗試性研究,存在一些缺點,這是需要在未來進一步研究去完善的。
[Abstract]:With the enhancement of the ability of emergency management in various industries of our country, as a high-risk industry, more and more enterprises in petrochemical industry are strengthening the ability of emergency management. In order to minimize the occurrence of unexpected events caused by the loss. The evaluation of emergency management ability of petrochemical enterprises is a very important part in the construction of emergency management capacity of petrochemical enterprises, so it has very important research value. At present, the research on the evaluation of emergency management ability of petrochemical enterprises has not yet formed a complete system, and the existing research basically adopts the method of combining analytic hierarchy process and fuzzy comprehensive evaluation. Subjective, and more difficult to calculate. In this paper, the structural equation model and the comprehensive evaluation method are combined to evaluate the emergency management ability of petrochemical enterprises, so as to provide a new method for evaluating the emergency management ability of petrochemical enterprises. In this paper, the characteristics of production and accident in petrochemical enterprises and the emergency ability of petrochemical enterprises are analyzed in detail, and the evaluation index system of emergency management ability of production accidents in petrochemical enterprises is constructed. In the part of empirical research, according to the designed questionnaire of evaluation index system and the collected data, the weight of each index is determined by the method of structural equation model. Then the comprehensive evaluation method is used to evaluate the emergency management ability of Daqing Refining and Chemical Company, and some suggestions are put forward for the continuous improvement of the emergency management capacity of the enterprise. This study is a tentative study on the emergency management ability of petrochemical enterprises, which has some shortcomings, which need to be further studied to perfect in the future.
