【摘要】：根據(jù)煤炭企業(yè)資源約束性、生產(chǎn)高危性以及環(huán)境破壞性等特點(diǎn),建立了以綜合環(huán)境條件、科技投入水平、經(jīng)濟(jì)效益水平、社會效益水平等為主線,包含9個二級指標(biāo)、24個三級指標(biāo)的煤炭企業(yè)科技進(jìn)步水平評價指標(biāo)體系;運(yùn)用層次分析法,邀請42名不同工作單位和專業(yè)領(lǐng)域的專家采用1~9標(biāo)度法得到指標(biāo)權(quán)重值;權(quán)重分析表明,煤炭企業(yè)提高科技進(jìn)步水平的工作重點(diǎn)是提升整體職工素質(zhì),引進(jìn)高層次技術(shù)人才以及增加科技投入資金;最后,采用模糊綜合評判方法對煤炭企業(yè)的科技進(jìn)步水平進(jìn)行了綜合評價。實(shí)例分析表明,建立的評價體系具有較強(qiáng)的實(shí)用性,對煤炭企業(yè)的技術(shù)發(fā)展和管理優(yōu)化具有一定的指導(dǎo)作用。
[Abstract]:According to the characteristics of resource constraint, high risk of production and environmental destructiveness in coal enterprises, the main line is the comprehensive environmental conditions, the level of scientific and technological input, the level of economic benefit, the level of social benefit, etc. The evaluation index system of scientific and technological progress level of coal enterprises includes 9 secondary indexes and 24 third-level indexes, and 42 experts from different work units and specialized fields are invited to obtain the index weight value by using 1-9 scale method by using the Analytic hierarchy process (AHP). Weight analysis shows that the focus of coal enterprises in improving the level of scientific and technological progress is to improve the overall quality of workers, introduce high-level technical personnel and increase investment in science and technology; finally, The fuzzy comprehensive evaluation method is used to evaluate the scientific and technological progress of coal enterprises. The analysis of examples shows that the evaluation system has strong practicability and has a certain guiding effect on the technical development and management optimization of coal enterprises.
