【摘要】：我國(guó)建設(shè)工程電子招投標(biāo)已有30多年的發(fā)展時(shí)間,經(jīng)歷了建立、發(fā)展和不斷完善的過(guò)程,電子招投標(biāo)法律體系初步形成,招標(biāo)投標(biāo)市場(chǎng)不斷擴(kuò)大。隨著信息化的發(fā)展,推進(jìn)電子化電子招投標(biāo)是我國(guó)建設(shè)工程電子招投標(biāo)領(lǐng)域的發(fā)展目標(biāo),是技術(shù)進(jìn)步、社會(huì)發(fā)展的需要,也是與世界接軌的發(fā)展要求。目前我國(guó)電子化電子招投標(biāo)相關(guān)法律文件以及技術(shù)規(guī)范已出臺(tái),各地陸續(xù)開(kāi)發(fā)、應(yīng)用電子招投標(biāo)系統(tǒng)平臺(tái),電子招投標(biāo)應(yīng)用環(huán)境日趨成熟,然而與發(fā)達(dá)國(guó)家的電子招投標(biāo)系統(tǒng)相比較,還存在很大的差距,我國(guó)的電子招投標(biāo)系統(tǒng)還需要不斷試用、修訂、完善。本論文基于上述背景條件,首先,提出我國(guó)電子招投標(biāo)的研究意義及順利實(shí)施電子招投標(biāo)需要的條件及其意義。其次,簡(jiǎn)要概括了電子招投標(biāo)的應(yīng)用模式的研究。然后概括目前電子招投標(biāo)系統(tǒng),以及存在的問(wèn)題以及總結(jié)了一個(gè)利用先進(jìn)信息技術(shù)并適合于國(guó)內(nèi)招標(biāo)的電子招標(biāo)應(yīng)用模式。
[Abstract]:Electronic bidding for construction projects in China has been developed for more than 30 years. It has gone through the process of establishment, development and continuous improvement. The legal system of electronic bidding and bidding has been initially formed, and the bidding market has been continuously expanded. With the development of information technology, it is the development goal in the field of electronic bidding of construction engineering in our country to promote electronic bidding. It is the need of technological progress and social development, and also the requirement of the development in line with the world. At present, the relevant legal documents and technical specifications of electronic bidding and bidding in China have been issued, and various places have been developed one after another. The application environment of electronic bidding and bidding system is becoming more and more mature. However, compared with the electronic bidding system in developed countries, there is still a big gap. The electronic bidding system in our country still needs to be tried, revised and perfected. Based on the above background conditions, this paper firstly puts forward the research significance of electronic bidding in China and the requirements and significance of the successful implementation of electronic bidding. Secondly, the research on the application mode of electronic bidding is briefly summarized. Then it summarizes the current electronic bidding system and the existing problems and summarizes an electronic bidding application model which is suitable for domestic bidding using advanced information technology.
