省級電網(wǎng)輸配電定價(jià)機(jī)制及實(shí)證研究

【摘要】:2015年3月15日,國務(wù)院下發(fā)《關(guān)于進(jìn)一步深化電力體制改革的若干意見(中發(fā)〔2015〕9號)文》,提出了近期推動電力體制改革的任務(wù):逐漸推動電價(jià)改革和理清輸配電價(jià)的核算機(jī)制,包括單獨(dú)核定輸配電價(jià)、妥善處理電價(jià)交叉補(bǔ)貼等。電價(jià)改革是電力體制改革的核心,輸配電價(jià)是電力產(chǎn)業(yè)價(jià)格鏈的中間環(huán)節(jié),輸配電價(jià)的改革是電價(jià)改革的核心,涉及發(fā)電企業(yè)、電網(wǎng)企業(yè)以及電力用戶的利益。目前省級電網(wǎng)沒有合理的輸配電定價(jià)機(jī)制,沒有建成獨(dú)立的輸配電價(jià)體系,研究適合省級電網(wǎng)電力市場改革新形勢下的省級輸配電定價(jià)機(jī)制是急需解決的關(guān)鍵問題。本文首先對輸配電價(jià)基本理論、輸配電價(jià)定價(jià)方法進(jìn)行了梳理,對現(xiàn)有的輸配電定價(jià)方法進(jìn)行了比較分析。然后建立了省級電網(wǎng)輸配電價(jià)定價(jià)模型及機(jī)制,即在目前國家提出的嚴(yán)格控制輸配電價(jià)水平,考慮核算周期內(nèi)準(zhǔn)許收入的核定、不同電壓等級的輸配電成本分?jǐn)、不同電壓等級總輸配電成本核算和核算不同電壓等級合理輸配電價(jià)水平的郵票定價(jià)法的基礎(chǔ)上,設(shè)計(jì)電網(wǎng)不同發(fā)展階段可持續(xù)發(fā)展的功能激勵(lì)因子,建立分階段輸配電定價(jià)機(jī)制的優(yōu)化模型,包括輸配電價(jià)與功能激勵(lì)因子投資聯(lián)動模型、未來省級電網(wǎng)節(jié)點(diǎn)電價(jià)模型等,從而進(jìn)一步促進(jìn)電網(wǎng)的可持續(xù)發(fā)展與資源的優(yōu)化配置。其次,分析了目前省級電網(wǎng)郵票法輸配電價(jià)核算的關(guān)鍵參數(shù)取值及政策支持,包括運(yùn)行維護(hù)費(fèi)、定價(jià)折舊率、有效資產(chǎn)的核定及稅金的核定。在此基礎(chǔ)上,對A省輸配電價(jià)進(jìn)行實(shí)證分析,測算輸配電價(jià)改革過渡階段前期的各年輸配電價(jià)水平并進(jìn)行敏感性分析。同時(shí),對該省為減少國家大氣污染的環(huán)保功能所加速進(jìn)行的電網(wǎng)投資以促進(jìn)風(fēng)電、光電消納進(jìn)行分析,對此對輸配電價(jià)的影響進(jìn)行了較深入地分析。最后,基于A省輸配電價(jià)改革趨勢及輸配電價(jià)的測算結(jié)果,提出了省級電網(wǎng)輸配電價(jià)改革實(shí)施的建議和措施。
[Abstract]:15 March 2015 The State Council has issued some opinions on further deepening the reform of the electric power system (Zhongfa / 20159), proposing the task of promoting the reform of the electric power system in the near future: gradually promoting the reform of electricity prices and clarifying the accounting mechanism of transmission and distribution electricity prices. Including the separate approval of transmission and distribution price, properly deal with electricity price cross-subsidy and so on. Electricity price reform is the core of power system reform, transmission and distribution price is the intermediate link of power industry price chain, and the reform of transmission and distribution price is the core of electricity price reform, which involves the interests of power generation enterprises, power grid enterprises and power users. At present, there is no reasonable transmission and distribution pricing mechanism in provincial power grid, and an independent transmission and distribution pricing system has not been built. It is a key problem to solve urgently to study the provincial transmission and distribution pricing mechanism suitable for the new situation of power market reform in provincial power grid. In this paper, the basic theory of transmission and distribution price, the pricing method of transmission and distribution price are combed, and the existing pricing methods of transmission and distribution are compared and analyzed. Then, the pricing model and mechanism of transmission and distribution price in provincial power network are established, that is, strictly controlling the transmission and distribution price level proposed by the state at present, considering the examination and approval of permitted income in the accounting cycle, and sharing the cost of transmission and distribution with different voltage levels. On the basis of stamp pricing method of reasonable transmission and distribution price level of different voltage grades, the functional incentive factors for sustainable development of power grid at different stages of development are designed. The optimization model of transmission and distribution pricing mechanism is established, including the investment linkage model of transmission and distribution price and function incentive factor, the electricity price model of future provincial power network node, and so on, so as to further promote the sustainable development of power network and the optimal allocation of resources. Secondly, the paper analyzes the key parameters and policy support of stamp pricing calculation of provincial power grid, including maintenance fee, depreciation rate, effective assets approval and tax approval. On this basis, the transmission and distribution price of province A is analyzed empirically, and the level of transmission and distribution price in the early stage of the transitional stage of transmission and distribution price reform is calculated and sensitivity analysis is carried out. At the same time, the paper analyzes the power grid investment accelerated by the province to reduce the environmental protection function of the country's air pollution to promote wind power and photoelectricity consumption, and the influence of this on the transmission and distribution price is deeply analyzed. Finally, based on the trend of transmission and distribution price reform in province A and the calculation results of transmission and distribution price, some suggestions and measures for the implementation of transmission and distribution price reform in provincial power network are put forward.
