【摘要】：本文基于湖北省近十多年來(lái)的相關(guān)數(shù)據(jù),闡述了工業(yè)污染治理投資的發(fā)展?fàn)顩r,分析了工業(yè)污染治理投資現(xiàn)存的主要問題,如政府重視不足、投資下降,投資主體積極性不高、投資渠道少,投資管理不善、監(jiān)督不力等。并結(jié)合新常態(tài)下宏觀經(jīng)濟(jì)的變化和湖北省域情特征,著重探討了工業(yè)污染治理投資的優(yōu)化路徑,包括加大政府重視程度和財(cái)政投入力度;提高投資主體積極性,創(chuàng)新投資渠道;完善投資管理與監(jiān)督機(jī)制;加大對(duì)科技創(chuàng)新和人才培養(yǎng)的支持力度;在產(chǎn)業(yè)轉(zhuǎn)型升級(jí)中轉(zhuǎn)變投資重點(diǎn)。
[Abstract]:Based on the relevant data of Hubei Province in recent ten years, this paper expounds the development of industrial pollution control investment, and analyzes the main problems existing in industrial pollution control investment, such as insufficient attention by the government, declining investment and low enthusiasm of the investment body. The investment channel is few, the investment management is not good, the supervision is weak and so on. Combined with the change of macro-economy under the new normal and the characteristics of Hubei province, the paper mainly discusses the optimized path of industrial pollution control investment, including increasing the government's attention and financial input, improving the enthusiasm of the investment subject and innovating the investment channel. Improve investment management and supervision mechanism; increase support for scientific and technological innovation and talent training; change the focus of investment in industrial transformation and upgrading.
