【摘要】：我國(guó)自2012年以來(lái)至今國(guó)內(nèi)稀土市場(chǎng)整體需求仍未復(fù)蘇,各類稀土產(chǎn)品價(jià)格繼續(xù)大幅下滑,稀土出口量增價(jià)跌,整體形勢(shì)并無(wú)好轉(zhuǎn)。面對(duì)低靡的稀土市場(chǎng),北方稀土公司2012年起深入實(shí)施“新稀土”發(fā)展戰(zhàn)略,完善集團(tuán)內(nèi)控體系建設(shè),提升集團(tuán)化管理水平和風(fēng)險(xiǎn)防控能力。盡管“新稀土”發(fā)展戰(zhàn)略對(duì)公司起到了一定程度的作用,但是由于我國(guó)在稀土開(kāi)采方面技術(shù)欠缺,生產(chǎn)技術(shù)和價(jià)格水平比較低,雖然出口量大,但是沒(méi)有掌握國(guó)際稀土市場(chǎng)的價(jià)格控制權(quán),無(wú)法使企業(yè)更好地適應(yīng)稀土產(chǎn)業(yè)經(jīng)濟(jì)的發(fā)展。因此,北方稀土公司需要科學(xué)地分析公司的發(fā)展環(huán)境,并設(shè)計(jì)長(zhǎng)期的發(fā)展戰(zhàn)略,這樣才能更好地跟上稀土產(chǎn)業(yè)經(jīng)濟(jì)的發(fā)展步伐,實(shí)現(xiàn)北方稀土公司的可持續(xù)發(fā)展。本文首先對(duì)北方稀土公司現(xiàn)狀以及市場(chǎng)運(yùn)營(yíng)進(jìn)行分析,總結(jié)得出北方稀土公司發(fā)展阻礙及存在問(wèn)題；其次,結(jié)合北方稀土公司發(fā)展的內(nèi)外環(huán)境分析,并采用IFE和EFE矩陣對(duì)北方稀土公司發(fā)展的內(nèi)部環(huán)境因素進(jìn)行評(píng)價(jià)和外部環(huán)境因素進(jìn)行評(píng)價(jià)；再次,運(yùn)用SWOT的模型進(jìn)行對(duì)北方稀土公司的內(nèi)外部整體發(fā)展環(huán)境進(jìn)行分析,提出北方稀土公司應(yīng)以集團(tuán)化和“走出去”戰(zhàn)略為核心,并有產(chǎn)業(yè)鏈延伸戰(zhàn)略、技術(shù)創(chuàng)新戰(zhàn)略、人才戰(zhàn)略等作為支撐的發(fā)展戰(zhàn)略；最后,圍繞公司的發(fā)展戰(zhàn)略,闡述中國(guó)北方稀土公司如何實(shí)施發(fā)展戰(zhàn)略以及實(shí)施發(fā)展戰(zhàn)略的保障措施。
[Abstract]:Since 2012, the overall demand in China's rare earths market has not recovered, prices of various rare earths products continue to drop sharply, rare earths exports have increased their prices, and the overall situation has not improved. In the face of the low rare earth market, North rare Earth Company has implemented the "new rare earth" development strategy since 2012, improved the construction of the group's internal control system, and enhanced the management level and risk prevention and control capability of the group. Although the "new rare earth" development strategy has played a certain role in the company, but because of the lack of technology in rare earth mining in China, the production technology and price level are relatively low, although the export volume is large. However, without the price control of the international rare earth market, enterprises can not better adapt to the development of rare earth industry economy. Therefore, the North rare Earth Company needs to scientifically analyze the development environment of the company and design a long-term development strategy, so as to better keep up with the pace of the development of rare earth industry economy and realize the sustainable development of the North rare Earth Company. In this paper, the current situation and market operation of the North rare Earth Company are analyzed, and the development obstacles and existing problems of the North rare Earth Company are summarized. Secondly, the internal and external environment of the development of the North rare Earth Company is analyzed. Using IFE and EFE matrix to evaluate the internal environmental factors and external environmental factors of the development of North rare Earth Company; thirdly, using the SWOT model to analyze the internal and external overall development environment of the North rare Earth Company. The paper puts forward that North rare Earth Company should take collectivization and "going out" strategy as the core, and have industry chain extension strategy, technology innovation strategy, talent strategy as the supporting development strategy, finally, around the company's development strategy, This paper expounds how to implement the development strategy and the safeguard measures of the north rare earth company in China.
