【摘要】:隨著全球一體化趨勢的逐漸加強(qiáng),我國對外開放程度進(jìn)一步加大,我國企業(yè)在面對較大發(fā)展機(jī)遇的同時(shí),也要接受前所未有的巨大考驗(yàn)。除此之外,隨著控?zé)熉募s的深入推進(jìn)和中央“八項(xiàng)規(guī)定”的出臺實(shí)施,煙草行業(yè)面臨的形勢則更加復(fù)雜多變,面臨的任務(wù)更加艱巨繁重。在這樣的外部環(huán)境下,煙草企業(yè)要想繼續(xù)保持效益增長,為國家創(chuàng)造更高的財(cái)稅收入,就必須要從內(nèi)部管理抓起,挖掘人力資源在企業(yè)發(fā)展中的潛力。而建立一套科學(xué)的績效考核體系將是加強(qiáng)人力資源管理、實(shí)現(xiàn)企業(yè)戰(zhàn)略目標(biāo)的關(guān)鍵所在。本文首先介紹了績效考核的相關(guān)理論基礎(chǔ),回顧了國內(nèi)外的研究動(dòng)態(tài)和實(shí)踐經(jīng)驗(yàn),然后以宜章縣煙草公司作為研究對象,通過查閱資料、問卷調(diào)查、深度訪談等方式對該公司績效考核體系現(xiàn)狀進(jìn)行了深入分析,找出了其在員工認(rèn)識上、指標(biāo)設(shè)置上以及實(shí)施應(yīng)用過程中存在的問題,并從煙草體制、文化氛圍、制度因素、人員因素等方面對存在的問題進(jìn)行了原因分析。最后在此診斷的基礎(chǔ)上,筆者結(jié)合理論和企業(yè)實(shí)際,提出了改進(jìn)措施,重新優(yōu)化設(shè)計(jì)了宜章縣煙草公司績效考核體系。運(yùn)用KPI關(guān)鍵績效指標(biāo)法科學(xué)合理地制定了公司、部門、崗位的績效考核指標(biāo),強(qiáng)調(diào)績效考核的過程管理與結(jié)果運(yùn)用,對績效考核方式、績效輔導(dǎo)和反饋方式、激勵(lì)機(jī)制均進(jìn)行了完善,并提出了實(shí)施績效考核新方案的保障措施?冃Э己梭w系的建立是一項(xiàng)復(fù)雜而且繁瑣的工程,很多企業(yè)都在探索。對于煙草這個(gè)壟斷行業(yè)來說,績效考核的應(yīng)用也不可避免地存在著一些問題。本文以宜章縣煙草公司為例,優(yōu)化設(shè)計(jì)的績效考核方案,有一定的針對性、適用性和可行性,對其他縣(市)煙草公司也有一定的參考價(jià)值。
[Abstract]:With the gradual strengthening of the trend of global integration, the degree of our country's opening to the outside world has further expanded. In addition, with the further promotion of tobacco control and the implementation of the "eight regulations", the situation faced by the tobacco industry is more complex and changeable, and the task is more arduous. In such an external environment, if tobacco enterprises want to continue to maintain the growth of efficiency and create higher fiscal and tax revenue for the country, they must start from internal management and tap the potential of human resources in the development of enterprises. Establishing a set of scientific performance appraisal system will be the key to strengthen human resource management and realize the strategic goal of enterprises. This paper first introduces the relevant theoretical basis of performance appraisal, reviews the domestic and foreign research trends and practical experience, and then takes Yizhang tobacco company as the research object, through consulting information, questionnaire, The paper deeply analyzes the present situation of the performance appraisal system of the company by means of in-depth interviews, and finds out the problems existing in the understanding of the employees, the setting of indicators and the application process, and from the aspects of tobacco system, cultural atmosphere, system factors, etc. Personnel factors and other aspects of the existing problems were analyzed. Finally, on the basis of the diagnosis, the author puts forward the improvement measures and redesigns the performance appraisal system of Yichang tobacco company. The key performance index method of KPI is used to formulate the performance evaluation index of company, department and post scientifically and reasonably. The process management and result application of performance appraisal are emphasized, and the methods of performance appraisal, performance guidance and feedback are emphasized. The incentive mechanism is improved, and the new scheme of performance appraisal is put forward. The establishment of performance appraisal system is a complex and tedious project, many enterprises are exploring. For tobacco monopoly industry, the application of performance appraisal inevitably has some problems. This paper takes Yizhang County Tobacco Company as an example, the optimized design performance appraisal scheme has certain pertinence, applicability and feasibility, also has certain reference value to other counties (cities) tobacco companies.
