【摘要】：國(guó)內(nèi)外城市轉(zhuǎn)型發(fā)展的實(shí)踐表明,能否立足于本地資源優(yōu)勢(shì)、依托城市創(chuàng)新系統(tǒng)建立和發(fā)展產(chǎn)業(yè)集群生態(tài)系統(tǒng)是資源型城市實(shí)現(xiàn)轉(zhuǎn)型發(fā)展的關(guān)鍵。為此,以山東棗莊發(fā)展煤化工產(chǎn)業(yè)集群推動(dòng)城市轉(zhuǎn)型為例,在對(duì)其基礎(chǔ)條件和創(chuàng)新條件進(jìn)行分析的基礎(chǔ)上,提出了基于城市創(chuàng)新的產(chǎn)業(yè)集群生態(tài)系統(tǒng)概念,構(gòu)建了以產(chǎn)學(xué)研府介等為主體的"兩層四群"互動(dòng)網(wǎng)絡(luò)結(jié)構(gòu)模型。通過(guò)分析各主體間的相互作用關(guān)系并結(jié)合城市轉(zhuǎn)型的實(shí)踐,建立了包括技術(shù)引進(jìn)、組織聯(lián)合攻關(guān)、建立產(chǎn)學(xué)研基地、引進(jìn)和培養(yǎng)高科技人才等相應(yīng)運(yùn)行方式,進(jìn)而提出了通過(guò)科學(xué)規(guī)劃產(chǎn)業(yè)集群、建立分工協(xié)作網(wǎng)絡(luò)、完善科技創(chuàng)新體系及社會(huì)服務(wù)體系等促進(jìn)系統(tǒng)有效運(yùn)行的保障措施。
[Abstract]:The practice of urban transformation and development at home and abroad shows that the key to realize the transformation and development of resource-based cities is to establish and develop industrial cluster ecosystem based on urban innovation system based on local resource advantages. Therefore, taking the development of coal chemical industry cluster in Zaozhuang, Shandong province, as an example to promote the urban transformation, based on the analysis of its basic and innovative conditions, the concept of industrial cluster ecosystem based on urban innovation is put forward. The interactive network structure model of "two-layer four groups" is constructed. Based on the analysis of the interaction between the main bodies and the practice of urban transformation, the corresponding operation methods, including technology introduction, organization of joint tackling key problems, establishment of production, education and research base, introduction and training of high-tech talents, etc., have been established. Furthermore, the paper puts forward some guarantee measures to promote the effective operation of the system by scientifically planning industrial clusters, establishing the network of division of labor and cooperation, and perfecting the system of scientific and technological innovation and social service.
