油氣改革背景下中國石油測井公司的市場拓展策略研究

【摘要】:近年來國務院取消下放了多項能源審批權,尤其是取消了頁巖氣等非常規(guī)油氣領域的合同審批,且準許民營企業(yè)的參與,這些舉措同時必然使得相關領域對外開放的力度將會進一步加大。國家能源局也明確鼓勵油氣資源所在地的地方企業(yè)擴大油氣投資。在油氣改革的大背景下,中國石油測井公司該如何利用優(yōu)勢因素并規(guī)避市場風險以取得持續(xù)發(fā)展?如何應對深海油氣、頁巖氣等新興能源領域帶來的機遇和挑戰(zhàn)?針對這些問題,本文主要從三個方面展開研究:(1)首先是中國石油測井公司的競爭態(tài)勢分析:在市場細分理論和市場定位理論的分析框架下,收集目前在國際范圍內(nèi)的各大測井專業(yè)公司經(jīng)營及市場現(xiàn)狀,從市場占有情況、競爭對手概況、技術服務與科技創(chuàng)新的優(yōu)勢三個方面分析了中國石油測井公司在當前石油測井市場上面臨的形勢,進而明確公司在市場開發(fā)過程中存在的問題,如測井技術、勘探成本、市場競爭、國際市場、體制機制等等。(2)其次是中國石油測井公司的市場拓展方案設計:由上述的競爭態(tài)勢分析可知,中國石油測井公司存在的問題有行業(yè)發(fā)展階段層面的、體制機制層面的,也有發(fā)展思路層面的、內(nèi)部管理層面的。基于競爭態(tài)勢的分析設計了中國石油測井公司的二維市場拓展策略,其中縱向是發(fā)展的維度,包括基于市場需求分析與預測的中長期發(fā)展規(guī)劃、基于測井市場類別細分的市場服務模式;橫向是市場維度,包括基于特色測井技術的國際市場和基于非常規(guī)能源的新興市場。(3)然后是中國石油測井公司市場拓展的保障措施:要使上述市場拓展方案得以順利實施,論文進一步提出了中國石油測井公司市場拓展的保障措施,包括積極推進重組化進程,建立以績效考核為核心的管理體系,鞏固以戰(zhàn)略聯(lián)盟為基礎的合作關系,培養(yǎng)高素質(zhì)的市場開發(fā)團隊。本文的研究是在油氣改革的特定背景下展開的,但其結論實際上具有一定的普遍性,這也和中國石油集團公司的發(fā)展戰(zhàn)略是相適應的,同時對類似企業(yè)的改革與發(fā)展有一定的借鑒意義。
[Abstract]:In recent years, the State Council has abolished the devolution of a number of energy approvals, in particular the approval of contracts in unconventional oil and gas fields such as shale gas, and allowed private enterprises to participate. These measures at the same time will inevitably make related areas open to the outside world will be further intensified. The State Energy Administration has also explicitly encouraged local companies where oil and gas resources are located to expand oil and gas investment. Under the background of oil and gas reform, how should CNPC make use of the advantage factors and avoid the market risk to achieve sustainable development? How to deal with the opportunities and challenges brought by the emerging energy fields such as deep-sea oil and gas, shale gas and so on? In order to solve these problems, this paper mainly studies the competition situation of China Petroleum logging Company from three aspects: firstly, under the framework of market segmentation theory and market positioning theory, Collecting the operation and market status of the major logging professional companies in the international scope at present, from the situation of market possession and the general situation of competitors, This paper analyzes the situation that CNPC is facing in the current oil logging market from the advantages of technical service and scientific innovation, and then clarifies the problems existing in the process of market development, such as logging technology, exploration cost, etc. Market competition, international market, institutional mechanism, etc.) the next is the market expansion plan of CNPC: from the above competitive situation analysis, we can see that the problems of CNPC have the level of industry development.
