【摘要】：工業(yè)文明以資源的消耗換取經(jīng)濟(jì)增長的生產(chǎn)方式極大程度上破壞了人與自然的和諧度,面對日益嚴(yán)重的生態(tài)危機(jī)使人們不得不重新開始思考人與自然相處的新模式。生態(tài)文明是對工業(yè)生產(chǎn)造成嚴(yán)重環(huán)境問題的深刻思考,是對舊的工業(yè)文明的揚(yáng)棄,是隨著社會的不斷發(fā)展出現(xiàn)的新的文明形式,是實(shí)現(xiàn)人與自然和諧共生的必然手段。寧夏經(jīng)濟(jì)屬于資源拉動型,寧東能源化工基地對寧夏全區(qū)工業(yè)經(jīng)濟(jì)的發(fā)展起著極為重要的作用。在發(fā)展好經(jīng)濟(jì)的同時如何實(shí)現(xiàn)該化工基地的生態(tài)文明建設(shè)可持續(xù)發(fā)展,引發(fā)了筆者對這一問題的思考。本文采用綜合分析和歸納總結(jié)的方法,以馬克思主義的生態(tài)觀為指導(dǎo)思想,合理吸收中西方生態(tài)文明的智慧,形成寧東基地生態(tài)文明建設(shè)的理論研究綜述；通過實(shí)地調(diào)研和專家咨詢對寧東基地生態(tài)文明建設(shè)現(xiàn)狀和原因進(jìn)行考察分析；在合理借鑒國內(nèi)外生態(tài)文明建設(shè)成功先進(jìn)典型事例的基礎(chǔ)上,從理論和實(shí)踐層面提出：樹立科學(xué)發(fā)展觀念,加強(qiáng)生態(tài)文明教育,明確政府職責(zé)范圍,注重法治建設(shè),發(fā)展低碳循環(huán)經(jīng)濟(jì),構(gòu)建生態(tài)文明建設(shè)指標(biāo)體系,提倡環(huán)境科技創(chuàng)新是實(shí)現(xiàn)寧東基地生態(tài)文明建設(shè)可持續(xù)發(fā)展的重要路徑。通過本文的考察研究,認(rèn)識到寧東基地所面臨的生態(tài)環(huán)境形勢依舊嚴(yán)峻,只有通過生態(tài)文明建設(shè)才能夠保障和實(shí)現(xiàn)地區(qū)經(jīng)濟(jì)社會的可持續(xù)發(fā)展,繼而實(shí)現(xiàn)全面建成小康社會的奮斗目標(biāo)。
[Abstract]:Ecological civilization is a profound reflection on the serious environmental problems caused by industrial production, a sublation of the old industrial civilization, a new form of civilization emerging with the continuous development of society, and an inevitable means to realize the harmonious coexistence between man and nature.At the same time, how to realize the sustainable development of ecological civilization in the chemical industry base has caused the author to think about this problem.This paper adopts the method of comprehensive analysis and summary, taking the ecological view of Marxism as the guiding ideology, reasonably absorbs the wisdom of Chinese and western ecological civilization, and forms the theoretical research summary of the construction of ecological civilization in Ningdong base.Through field investigation and expert consultation, this paper investigates and analyzes the present situation and reasons of ecological civilization construction in Ningdong Base, and on the basis of reasonably drawing lessons from the advanced and typical examples of successful ecological civilization construction at home and abroad,Promoting environmental scientific and technological innovation is an important way to realize the sustainable development of ecological civilization construction in Ningdong Base.Then realize the goal of building a well-off society in an all-round way.
